Space technology and services represent a major component of the well-functioning societies’ infrastructure. At the same time, outer space is being increasingly accessed with many entities sending out technologies in an attempt to minimize launching and operational costs. Subsequently, a cross-domains activity, space technologies and services lay in the insufficiently settled area of legislative and institutional measures, leading to a growing ambiguity among professional community, reunited under the concept of ”space traffic management” (STM). In line with the new initiatives in the field of STM, this paper attempts to unblackbox the interplay between definitions and establishment history of it, its context of emergence, usage and the level of technological maturation. At the same time, the paper intends to address the tension between governmental and private initiatives related to the management and the coordination for space traffic, in order to open up a discussion on this topic. Thus the paper is expected to contribute to building a better understanding of the controversial nature of space services and technologies, especially with regard to delineations among geopolitical groups of interest, economic and governmental uses, as well as interfacing, roles and responsibilities, and impact on interoperable means of communication among various institutions.
Acest articol analizează Satelitul Laser Patroller (LPS) și capacitățile sale de îmbunătățire a securității și siguranței în explorarea spațială. Articolul este organizat pe cinci secțiuni. Secțiunea 1 prezintă contextul problemei crescânde a deșeurilor spațiale și necesitatea unor soluții eficiente. În Secțiunea 2, sunt discutate caracteristicile LPS, inclusiv senzorii săi avansați și capacitățile de urmărire. Secțiunea 3 dezvoltă capacitățile satelitului, cum ar fi monitorizarea și urmărirea deșeurilor spațiale, gestionarea traficului spațial, îndepărtarea deșeurilor, conștientizarea situației spațiale și explorarea spațială. This comprehensive article analyses the Laser Patroller Satellite (LPS) and its capabilities for enhancing security and safety in space exploration. The article is organized into five sections. Section 1 presents the context of the growing problem of space debris and the need for effective solutions. In Section 2, the features of the LPS, including its advanced sensors and tracking capabilities, are discussed. Section 3 elaborates on the capabilities of the satellite, such as space debris monitoring and tracking, space traffic management, debris removal, space situational awareness, and space exploration. Section 4 discusses the potential applications of the LPS in various areas, such as space debris mitigation, space security, and governance of space. Section 5 examines the implications of the LPS for international relations, including space policy, diplomacy, and governance. The article highlights the need for effective space governance frameworks to ensure the responsible and sustainable use of emerging technologies like the LPS, which raises concerns about privacy and the use of surveillance technology.
