At the present stage of economic development, one of the most essential tasks is to ensure the sustainable development of agriculture and the formation of competitive agricultural production. The formation and development of the organizational and economic mechanism for activating the innovative development of small and medium-sized businesses in agriculture is a complex system of relations that requires support from the state, so the authors proposed directions and forms of state support for activating the innovative development of small and medium-sized agribusiness, as well as the conceptual foundations for the formation of wholesale distribution centers in agriculture for the development of small and medium-sized businesses. The proposed activities will make it possible to form cooperative and integration ties between small and large enterprises of the agro-industrial complex and intensify their innovative development.
Report provides an insight into the characteristics and advantages of small and medium entrepreneurship (SME) as an innovative and progressive sector of development of social oriented market economy. The article analyzes the SME activity in Ukraine and reveals the position of our country compared to other EU countries (Poland for instance) in terms of level of SME development and business conditions for it. The results of the article represented in the innovative model of SME development, which includes the special characteristics of SMEs and factors of influence on it as well as the performance positive effect of SMEs functioning (namely economic and social impacts). The paper suggests recommendations of taking into account the innovative model and distinctive features of SMEs in order to intensify the SME development, firstly in Ukraine.
Introduction. One of the directions of strengthening the social component in the context of sustainable development is the spread of social innovations. The processes of generation and production of innovations should be considered through activating social development, innovating activity of enterprises, and social entrepreneurship that primarily focuses on achieving a social effect in society.Problem Statement. It is expedient to activate the development of social innovations based on a detailed study of the prerequisites through regional programs to support social entrepreneurship, taking into account the resource capabilities and peculiarities of the functioning of the regions. Social entrepreneurship generates economic, environmental, and social values.Purpose. Research the prerequisites, problems, and prospects for the development of social entrepreneurship as one of the drivers of the activation of social innovations in the conditions of modern geopolitical and socioeconomic challenges.Material and Methods. There have been used the methods of analysis, synthesis, comparison, structural, functio nal, system, statistical analysis, and integration.Results. The results of monitoring the activities of social enterprises in the EU countries have been analyzed. The prerequisites and trends of the development of innovative and social entrepreneurship in Ukrainian territories have been studied based on the proposed integral index of the ability of regions to do social entrepreneurship and socially responsible and innovating business.Conclusions. The importance of social entrepreneurship in solving social needs in the country and activating social innovations has been proven. Geopolitical, socio-economic, and institutional challenges of recent years have become a powerful impetus for the activation of social entrepreneurship in Ukraine.
The correct organization of environmental management is essential for oil and gas enterprises provide improving the efficiency of their activity. This is vital for small and medium-sized enterprises (SMEs), which are the driving force behind the economies of highly developed countries. There was a passive form of environmental policy in many developing countries, the influence to environment was not been taken into account, the existing methods in the field of environmental safety management were not been effective enough. The investigation toward the environmental management in oil and gas industry enterprises of Azerbaijan was provided and comparing the results with Ukraine. The article also includes the institutional barriers in SMEs development, which negatively affect for environmental management. The results define the main areas for improving environmental management in oil and gas industry, in particular taxation mechanism.
The article considers the conceptual foundations of the functioning of institutions for support and promotion of the development of small and medium businesses. The author defines the significance of such institutions, and the value of their product, that is, the services for small and medium entrepreneurship (SME), which allows a better understanding of the main functional and applied role and purpose of these entities. Given the lack of trust from the population of Ukraine for government agencies and organizations, the presence of a number of problems in the SME support system, and especially the inadequate legislative regulation of the status and definition of the functions of the main performers of SME development policy, the article notes that this area needs a qualitative institutional change. The study uses the methods of analysis and synthesis, comparison, generalization, and induction and tests the methodology of Canvas Business Model strategic planning of the activities of SME support entities. Guided by the principle of functionalism, the author conventionally groups the SME support institutions into five main types: business support funds, business centers, business incubators, business innovation centers, and business associations. For each type of SME support institution, the main functional purpose and, accordingly, the main type of operational activity are specified. There are proposals that allow understanding the essence, the functional and applied role and the mission of individual elements of the SME support infrastructure. In practical terms, they can be used in state purpose-oriented programs to promote the development of small and medium businesses in order to qualitatively improve the final product for SME. The author develops a model of the activity for a typical SME support entity, which is applicable, can be adapted to specific conditions and is flexible over time. Strategic planning of the entity’s activities based on the methodology of Canvas Business Model allows defining both the value of the product (services for SME), as well as the general value of the entity’s activities, which is extremely important in the SME support system. It is emphasized that each institution of the SME promotion infrastructure performs an important social function. The key values recommended following for SME support institutions are trust, partnership, and righteousness.
Ефективне формування і використання інтелектуального потенціалу є надзвичайно важливим для соціально-економічного розвитку регіону. Проаналізовано внутрішню структуру інтелектуального потенціалу на прикладі Івано-Франківської області. Подано кількісні та якісні показники інноваційно-інтелектуального потенціалу регіону та суб'єктів ринку інтелектуального продукту. Охарактеризовано діяльність інституцій підтримки підприємництва та інноваційної діяльності. Оцінено передумови та запропоновано рекомендації щодо активізації використання інтелектуального потенціалу регіону на прикладі Івано-Франківської області. Ключові слова: інфраструктура підтримки підприємництва, інтелектуальна економіка, інтелектуальний потенціал, інноваційна інфраструктура. Постановка проблеми Інноваційна інфраструктура підтримки підприємництва-гарантія та запорука прогресивного соціально-економічного розвитку відповідної території, забезпечення конкурентоспроможності вітчизняного виробництва, формування міцного середнього класу суспільства, вирішення ряду соціальних проблем та становлення інтелектуальної економіки загалом. Розвиток "економіки знань", або ж " інтелектуальної економіки", як її частіше називають, можливий за умови ефективного використання інтелектуальних ресурсів інноваційними суб'єктами соціально-економічних відносин, формування інтелектуального капіталу на основі раціонального використання відповідного потенціалу ключових інституцій економіки та суспільства.
Theoretical and historical perspectives study the logic and dynamics of institutional changes in the deregulation of small and medium-sized enterprises (SME). The paper specifically considers the conditionally and nature of institutional changes in socio-economic systems in the context of leading trends and challenges of our time. These processes are designed for SME development policy. The methods of scientific cognition, analysis and synthesis, logical generalization, deductive technique, complex evaluation, graphics, and others are used. Based on the definition of relationships between the basic categories of institutionalism under the influence of economic changes and the clarification of the functional purpose of the institutional environment to create a favourable “microclimate”, appropriate conditions for activity and development, the process of the institutional environment of SME development formation during the 30 years in Ukraine is generalized. The process mentioned above is divided into three periods: the 1st – since 1991, the intensification of institutional changes in SME development policy when the State Committee of Ukraine for Regulatory Policy and Entrepreneurship Development and the Ukrainian Entrepreneurship Support Fund were established; the 2nd – since 1998, when the SME support system was formed and developed directly during 2000–2011; and the 3rd period – since 2014, when there was stagnation and decline of the constructed SMEs development support system, but there were some isolated, unfortunately, chaotic institutional initiatives during 2018–2020. The scientific novelty lies in the reflection of economic changes in the institutional environment of SME development in Ukraine under the influence of the most fundamental structural socio-economic transformations and global factors: globalization, internationalization (1991–1997), innovative development, socialization, intellectualization of the economy (1998–2013), sustainable development, digitalization (2014–2021). The presented scheme of influence allowed generalizing the tendencies under the influence of which the institutional environment of SME development formed and gave the chance of predicting at the expense of what components and from what sources institutional changes can be expected. Practical significance: the recommendations can be used in forming and implementing of the national and regional targeted programs for SME support and development in Ukraine.
The problems of functioning of finances of the united territorial communities (UTC) in the period of reforming local self-government and territorial organization of power are analyzed. These problematic aspects are accumulated into blocks that focus on constitutional changes in the context of the formation of an UTC, administrativeterritorial reform, changes in the administrative-territorial structure, definition of indicators of the level of financial decentralization, regulation of the division of powers between local and executive authorities and functions to prevent their duplication, stimulate further integration of territorial communities and financial levels local government UTC resources. Therefore, in the context of these blocks the ways of locating the isolated problems are proposed. In this context, it is proposed to simulate the likelihood of budget risks occurring in order to prevent negative trends in revenue generation and budget expenditures UTC.
