Indonesia as a democratic country is facing its own challenges in times of pandemic. The Democratic Party that initially planned its implementation in the middle of 2020, should be willing to be postponed to the end of the year precisely at the beginning of December for some considerations. The government consisting of Ministry of Home Affairs (KEMENDAGRI), DPR RI, KPU, and BAWASLU have agreed to implement the elections in the pandemic. Fundamental considerations were taken because as many as 270 areas need to be led head areas that have strong legitimacy to escort various policies in the face of the COVID-19 outbreak in each area. But on the other hand, the Government also has the consequences to make the cash wallet state and area leaked because it will continue to flow to meet the technical needs in the field in the initial process to the end of the implementation of the elections. Many pros and cons over the policies taken. However, the government's optimism needs to have community support and all parties concerned for the successful implementation of the elections 2020. This study used literature review, interview quotes, and review of several references which were analyzed using qualitative methods. The results of the study concluded that the implementation of Pilkada in the midst of a pandemic needs the support of many parties, especially in terms of budget, discipline of health protocols by election organizers and participants and voter political participation.
This article aims to provide an analysis of the accessibility of the community to the clean water supply policy in Pringsewu Regency which is managed by the Regional Drinking Water Company. The problem is focused on the limited public access to clean water sourced from the Way Sekampung Regional Drinking Water Company, Pringsewu Regency which is only able to reach Gadingrejo and Pringsewu Districts. To approach this problem, a reference to the concept of accessibility is used (Hakim, 2010). The data were collected through interviews, documentation, and observation and analyzed qualitatively. This study concludes that the community's access to clean water which is managed by the Way Sekampung Water Supply Company in Pringsewu Regency tends not to reach all sub-districts in Pringsewu Regency. PDAM Way Sekampung is only able to access two sub-districts, namely Pringsewu District and Gadingrejo District, out of the total sub-districts in Pringsewu Regency, which amount to 9 (nine) sub-districts. The lack of equal access is due to several factors, including; The volume of water consumed by the community tends to be large, while the Way Sekampung Regional Water Company has limited raw water sources, different access to clean water, the time it takes to get clean water, the quality and price of clean water is not optimal, as well as local government policies in providing clean water that has not been maximized.
Pilihan kebijakan dalam rangka meningkatkan kapasitas kelembagaan yang rendah dan kualitas sumberdaya aparatur yang sangat minim melalui kebijakan kerjasama antar daerah dalam hal ini jalinan kerjasama antara Kabupaten Mesuji dan Kabupaten Ogan Komering Ilir dalam rangka pemberian penyelesaian konflik sosial serta bagaimana mengembangkan model kebijakan kerjasama kewaspadaan dini gejolak sosial antara Kabupaten Mesuji dan Kabupaten Ogan Komering Ilir. Penelitian ini merupakan penelitian dengan pendekatan kualitatif deskriptif. hasil temuan penelitian yang telah dilakukan dapat disimpulkan bahwa kerjasama antar Pemerintah Kabupaten Mesuji dengan Pemerintah Kabupaten OKI yang berada di wilayah perbatasan merupakan salah satu upaya untuk memecahkan masalah bersama yaitu penyelesaian masalah konflik sosial yang terjadi di daerah tersebut. Implementasi kerjasama antara Pemkab Mesuji dengan Pemkab OKI tidak efektif karena tidak didukung oleh kelembagaan yang kuat, opreasionalisasi program, dukungan anggaran dan penyelesaian masalah yang masih cenderung reaktif, serta model penyelenggaraan pemerintahan yang masih didasarkan pada kuatnya ego-daerah. Oleh karena itu, harus dikembangkan model kerjasama antara pemerintah daerah yang efektif antara lain dengan memperkuat dukukungan institustional, penyediaan program yang oprasional, sifat penyelesaian masalah pada jangka panjang dan dukungan anggaran yang layak.
