Doğu Akdeniz’in önemli liman kentlerinden biri olan İzmir, 19. yüzyılda Osmanlı Devleti’nin başlıca ticaret merkezlerinden biriydi. Bu yüzyılda özellikle vapur ve trenlerin kullanımının yaygınlaşması ile birlikte artan insan hareketliliği, İzmir’i Akdeniz karantina ağında oldukça stratejik bir konuma getirmiştir. Bu makale, 19. yüzyılın ikinci yarısında inşa edilen Klazomen (Urla) Tahaffuzhanesi’nin kolera ve veba gibi bulaşıcı hastalıkların önlenmesinde oynadığı rolü uluslararası karantina uygulamaları ve kamu sağlığı veçhelerinden ele almaktadır. Klazomen Tahaffuzhanesi, özellikle salgın hastalık dönemlerinde ve insan hareketliliğin yoğun olduğu Hac zamanında Doğu Akdeniz’in başlıca sterilizasyon ve sağlık merkezlerinden biri haline gelmiştir. Özellikle etüv gibi yeni sağlık teknolojileri İstanbul’daki Kavak Tahaffuzhanesi’nden sonra ilk kez bu tahaffuzhanede kullanıma girmiştir. Bakteriyoloji, hijyen ve kamu sağlığı, 19. yüzyıl devletlerinin ortak gündemidir. Osmanlı yönetimi, bulaşıcı hastalıkların yayılmasını önlemek için bir seri nizamname yayımlayarak, tahaffuzhaneler ile kamu sağlığının korunmasını sağlamış ve salgın hastalıkların özellikle devletin merkezi olan İstanbul’a sirayet etmesini önlemeye çalışmıştır. İmparatorluğun aldığı bu sıhhi tedbirler ile tebaanın talepleri bazı durumlarda örtüşmemektedir
Aydın Vilayeti’nin merkezi olan İzmir, on dokuzuncu yüzyılda Selanik ve Beyrut gibi Doğu Akdeniz’in başlıca ticaret merkezlerinden biri olmuştur. 1869-1875 yılları arasında ahşap iskelelerden muntazam bir limana geçiş, şehirdeki ekonomik faaliyetleri büyük ölçüde artırmıştır. İzmir’in artan uluslararası ticari ivmesi, Fransa ve İngiltere’nin İzmir limanının yönetimi konusundaki güç mücadelesi örneğinde görüldüğü üzere, İzmir’de bir ticari imtiyaz alma yarışına (concession hunting) yol açmıştır. Bu makale, Osmanlı arşiv kaynakları, Osmanlıca olarak İzmir’de yayımlanan Hizmet gazetesi, on dokuzuncu yüzyıl Fransız ve İngiliz basınına dayanarak İzmir limanının çok katmanlı tarihini uluslararası imtiyaz mücadeleleri perspektifinden incelemeyi amaçlamaktadır. İzmir limanının inşa edilmesi ve işletilmesi sürecine ilişkin tartışmalara, yatırımcı şirket Dussaud Fréres ve rakip şirketlerin temsilcileri kadar Fransız ve İngiliz basınının da dahil olduğu görülmektedir. Marsilyalı bir şirket olan Dussaud’lar tarafından inşa edilen ve Batı Anadolu hinterlandındaki tarımsal ürünlerin ihracatını hızlandıran İzmir limanı, on dokuzuncu yüzyılın son çeyreğinde Avrupalı gezginlerin seyahat güzergahında yer alan İzmir'in ekonomik, sosyal ve kültürel alanlarından biri olmuştur.
In the conclusion to the book, Abbas rakes together all the chapters' general claims to argue that, while Turkey has undergone a rapid transformation over the last two decades, there is much that is still unfolding at the present. The rise of one-man authoritarianism has been feeding off of ethnoreligious policies and discourses and instrumentalizing both old and new enemies within the state. At the very end of the book, the author briefly mentions the failed coup attempt of July 15, 2016 and how it was subsequently instrumentalized in order to increase sociopolitical pressure on all opposition groups. Although, given Abbas' observations of daily life and social relations from the micro to the macro level through the lens of the social sciences, it is rather difficult to be optimistic about the future of democracy in the so-called "New Turkey," he nonetheless ends his book on a positive note, emphasizing how it is the people and not the politicians who make history. As such, he argues that the Turkish people will carry their own country toward brighter days. In this regard, and leaving aside the author's sometimes excessive optimism and his repetitions of the previous literature, overall Abbas' study is a remarkable opus for an understanding of contemporary Turkey in terms of state-society relations. What makes it remarkable in spite of the stated flaws is that, first of all, it offers a general and clear picture of the AKP period, which is a very complicated one difficult to comprehend in one study. Secondly, Abbas proceeds by means of a solid multidisciplinary approach combining sociological, political science, and sociohistorical points of views, making the book quite multidimensional overall. And lastly, the book is exceedingly well written, very readable, and lucid.
