Teos, which was established in the most narrowed place of Urla isthmus extendig from north to south, is in the Sıgacık village of Seferihisar in Smyrna today. Teos has a significant place in both political and religious terms in ancient period. The city, where was settlement from Archaic period to Roman times, is one of the twelve Ion cities. Herodotos counted Teos between the Ion cities with Ephesos, Kolophon, Lebedos, Klazomenai and Phokaia and stated that these cities used a different language than the other Ion cities. 1 Teos, which is known as the city of God Dionysus, earned its reputation with the Union of Artists of Dionysus. Artists had many privileges owing to this union, even they had equal conditions with the city in political terms. Altough these political rights caused problems about the administration of Teos, the union contributed to city economically and provided protection of presence of the city until the mid-Roman period.
Bu çalışmada Jan Assmann'ın kültürel bellek kapsamında ele aldığı hatırlama (geçmiş), kimlik (politik yaklaşım) ve kültürel süreklilik (gelenek oluşturma) başlıkları ile bağlantılı olarak Hellenistik döneme ait ksenoi dikastai (yabancı yargıçlar) kurumundan yola çıkılarak toplumsal ya da kolektif bellek olarak tanımlanan sivil hafızanın polisler arası diplomatik ilişkilerde kullanımı açıklanmaya çalışılacaktır. Bu bağlamda neredeyse dört yüz yıldan fazla bir zaman dilimini kapsayan ve konuyla ilgili dekretlerden geçmişin nasıl kullanıldığına dair detaylı bilgilerin elde edildiği Samos ve Priene polisleri arasındaki anlaşmazlık ele alınacaktır.
Makedonya Kralı III. Aleksandros, İÖ 334 yılında Hellespontos üzerinden Küçük Asya'ya geçerek Pers Devleti egemenlik coğrafyasında seferlerine başlamıştır. Bu süreçte Küçük Asya'daki Hellen polis'leri ile ilişkilerinde uyguladığı diplomasi ve kullandığı siyasi terminoloji, Klasik Dönem devletler arası ilişkilere ait izler taşırken aynı zamanda önemli siyasal ve kavramsal dönüşümlere neden olarak Hellenistik dünyanın politik çerçevesini belirlemiştir. Bu çalışmanın amacı, III. Aleksandros'un Küçük Asya polis'leri ile ilişkilerinde uyguladığı politikaları irdelemek ve diplomaside kullanılan siyasi terminolojiyi tarihsel bağlamda değerlendirmektir. Çalışmada Aleksandros'un Küçük Asya polis'leri ile ilişkileri zaman dizinsel bir perspektif içinde ele alınacak, konuyu işleyen antik edebi kayıtlar mevcut epigrafik belgeler ile nümismatik veriler üzerinden irdelenecek ve konu bağlamında polis'lerin siyasal düzenleri ile dönüşümleri de işlenecektir.
Siyasal egemenliğe ilişkin temel kavramlardan olan dēmokratia (demokrasi) ve oligarkhia (oligarşi), anayasal yönetim biçimleri olarak antik Hellen siyasi coğrafyasının tarihi koşulları içinde ortaya çıkmıştır. Arkaik Dönem’in farklı polis merkezlerinde, kısmen birbirine koşut olarak ortaya çıkmalarının ardından bu iki yönetim biçimi, değişen devletlerarası dengelerin bir sonucu olarak zaman içinde büyüyen kırılmalarla birbirinden uzaklaşmaya başlamış ve nihayet Erken Hellenistik Dönem ile birlikte yeni siyasi konjonktür içinde sadece dēmokratia, polis için arzu edilen siyasal düzen olarak öne çıkmıştır. Konu edilen bu tarihi süreç, mevcut çalışmada özgün edebi ve epigrafik belgelere dayalı olarak antik Hellen siyasal dünyasının yoğunlukla devletlerarası dinamikleri ile devlet ideolojileri ekseninde ele alınmaktadır. Araştırmada uygulanan karşılaştırmalı yöntem sayesinde dēmokratia’nın hangi tarihi koşullarda oligarkhia’yı aştığını ve yaklaşık İÖ 3. yüzyılın başlarında en iyi sivil yönetim biçimi olarak kabul edilmeye başlandığını ortaya koymak amaçlanmaktadır.
