Özet 19. yüzyıldan 20. yüzyıl başına kadarki dönem, yalnızca Akdeniz coğrafyası için değil, tüm dünya için, kapitalist ilişkilerle şekillenen yeni bir ekonomi ile başta iktisadi alanda olmak üzere pek çok alanda yapısal değişimlerin yaşandığı bir dönem olmuştur. Bu süreçte, liman kentleri ve özellikle de Doğu Akdeniz liman kentleri, küresel kapitalist bütünleşmenin mekânları haline gelmiştir. Ancak, üst ölçekteki benzer koşullar söz konusu kentler için bir "ortak kader çizgisi" oluştursa da yerelin kendine özgü koşullarında gelişen ya da ortaya çıkan bu kentler, denizle kurdukları ilişkiyle özgün kentsel yapılar olarak daima dikkat çekmişlerdir. Bu çalışmada, Doğu Akdeniz liman kentlerinin, uluslararası ticaret ve dolayısıyla farklı kültürlerin birlikteliğiyle şekillenen kentsel yaşamı ve kendine özgü kentsel mekânı, onu üreten ve farklılaştıran dinamikler bağlamında ele alınacaktır. Böylece, "söz konusu kentleri, birer 'liman kenti' olarak adlandırmamızı sağlayan nedir?" sorusuna yanıt aranırken, öte yandan kendine özgü koşulları ile Akdeniz'in doğusundaki liman kentlerinin, ortaya çıkıp gelişmelerinde etkili olan benzer koşul ve süreçlere karşın, ne tür farklılıklar ve/ya benzerlikler taşıdıkları, üç Doğu Akdeniz liman kenti Patras, Volos ve Mersin üzerinden tartışılacaktır. Söz konusu soru ve tartışmanın, mekânsal yapı ve biçimleniş süreci temelinde bir "Doğu Akdeniz liman kenti" karakterinin varlığını sorgulama olanağı sunması hedeflenmektedir.Anahtar sözcükler: Doğu Akdeniz liman kenti, kent kimliği, Patras, Volos, Mersin Abstract Urban Space in Eastern Mediterranean Port-cities from 19th Century to 20th Century: An Investigation Through Patras, Volos, and MersinThe period between the 19th and the beginning of 20th century has been an era during which structural changes have taken place, not only for the Mediterranean geography but for the whole world, in various fields, beginning with the economic field with a new economy taking shape with capitalist relations. During this process, port-cities, and especially Eastern Mediterranean port-cities have been sites of global capitalist integration. Nevertheless, whereas similar conditions in the upper scale have created "a common fate" for the cities in question, these cities that have sprung or developed under the distinctive conditions of the locality have always stood out as novel urban structures in terms of their relationship with the sea. In this article, Eastern Mediterranean port-cities' urban life that has taken shape with international commerce and thus with the association of different cultures, and their distinctive urban space will be explored within the context of the dynamics that produce and differentiate them. GİRİŞBu çalışma, tarihsel süreçte, liman kentlerine kendine özgü karakterini veren ve kimlik kazandıran özelliklerin neler olduğu sorusundan yola çıkmıştır. Söz konusu kentlerin, liman kenti kimliği ile gelişmelerini sağlayan iktisadi ve sosyal koşullar göz ardı edilmeden, mekânsal gelişimleri ve yapılarını esas alan bir çerçeve oluşturmak amaçlanmıştır. Bunun için, Akdeniz'in doğusunda yer alan iki liman kenti; Volos ve Mersin örnekleri karşılaştırmalı olarak ele alınmış ve içinde yer aldıkları bağlam uyarınca, on dokuzuncu yüzyıldan yirminci yüzyıl başına kadar nasıl bir değişim geçirdikleri incelenmiştir. Böylece, Doğu Akdeniz liman kentlerinin, Osmanlı İmparatorluğu'nun son yılları ve ulus-devletlerin kurulduğu ilk dönemde geçirdiği değişim, mekânsal ya da yapısal bir belirlenimciliğin neden olduğu indirgemeci yaklaşımların ötesinde, yerel ile küresel, ulusal ile uluslararası, içsel dinamikler ile dışsal süreçler arasındaki diyalektik ilişki çerçevesinde ele alınmaya çalışılmıştır.Bu doğrultuda öncelikle, on dokuzuncu yüzyılın değişen ekonomik koşulları ile çalışmada kapitalizmin giriş kapıları olarak ele alınan Doğu Akdeniz liman kentleri arasındaki ilişki ortaya konulmuş ve kente kimlik kazandıran mekânsal yapı biçim ve bileşenleri ile Doğu Akdeniz liman kenti kimliği tartışılmıştır. Ardından, Volos ve Mersin'in çalışmanın esas aldığı dönem içindeki iktisadi, sosyal ve mekânsal gelişimleri değerlendirilmiş ve farklı modernleşme dönemlerinde geçirdikleri değişimin, kentlerin mekânsal yapısı ve kimliği üzerindeki etkisi ortaya konmaya çalışılmıştır. Başlangıçta her ikisi de Doğu Akdeniz'de birer Osmanlı limanı olan iki örnekten yola çıkarak, iki farklı ulus-devletin sınırlarına dâhil olmaları ve geçirdikleri değişimin, diğer Doğu Akdeniz liman kentlerinin kimlik ve karakterini oluşturan koşullar ve mekânsal yapıyı anlamak ve aynı zamanda söz konusu değişimin bunlar üzerindeki etkisini açıklamak için bir kavramsal çerçeve oluşturup oluşturmadığı tartışılmıştır.
As a beginning of the urban development and core of the commercial activity, waterfront had an influential role in economic, social and spatial development of port cities. Within the changes on manufacture and production relations in the 19 th century, the commercial activity on the waterfront area and port came into play for shaping the Eastern Mediterranean port cities. Waterfront area and the port are places that open the city to the outer world, and their perpetual evolution continued as a part of the development of cities. Thereby, waterfront and its utilization have crucial traces for understanding and exploring the port cities. From this point of view, in this study, three port cities -Volos, Patras and Mersin-which have similar features on their development are examined through the changes on their waterfront by comparative approach, in accordance with the distinctive characteristics of the era. It is intended to contribute to new researches with the inference on the relation of the city, waterfront and the sea through the explorations and evaluation of the changes in waterfronts in the Eastern Mediterranean port cities, bearing in mind their different contextual characteristics.Thus, it can be possible to reconsider the changes on the waterfront and the port area since 20 th century that is particularly based on the processes of change, and the priorities of the capitalist economy. Also, examination of the effects of these changes on the whole city will enable us to call attention for development of proposals and implementation processes that prioritize public interest, and consider the meaning, using and designing of the waterfront area as an essential part of the city.
The Mediterranean attracted researchers as a field of study due to its existence as the material space of reciprocal and regenerative relationships between human beings, their culture and nature, land and sea. The port cities in the Eastern Mediterranean region had been mostly discussed in relation to their economic relationships, owing to their geographic location, and to globalization processes. In this study, the spatial structure of the Eastern Mediterranean port cities in the nineteenth century is discussed. Accordingly hereby, the shaping of the urban structure of the Eastern Mediterranean port cities is discussed in the study with reference to the components of urban structure throughout different examples. Since most of the previous studies on Mediterranean port cities focus on their economical and social aspects, this study aims to contribute to these studies with a spatial perspective.
