Today infl ation targeting regime is often used to conduct monetary policy in most developed economies. In this regime, a central bank manipulates its key interest rate to steer an economy to the objectives it wants to achieve. To implement its monetary policy, Taylor rule is claimed to be a quantitative tool used as a guide for setting interest rate in response to the state of the economy. Despite its widespread popularity, the Taylor rule is just an orientational guidance at best and cannot be followed strictly since it would be against the common practice of conducting monetary policy of most central banks. Therefore, we propose a new rule for infl ation targeting monetary policy based on fuzzy control technique. This rule seems to be able to quantify those widely accepted qualitative knowledge on monetary policy. Further, the policy derived by this rule also better captures the common behaviour of central banks. We verify this rule on the monetary policy conducted by the Czech National Bank in the period from 2000 to 2011. We also compare the result of this rule with the results obtained by implementing monetary policy by some other alternative rules.
ÚvodHypotéza efektivního trhu je nedílnou souèástí finanèní ekonomie už nìkolik desetiletí. Považuje za efektivní takový trh, který plnì a pøesnì reflektuje všechny relevantní kursotvorné informace. Akciový trh je považován za efektivní vzhledem k urèité množinì informací W, pokud kursy akcií nejsou ovlivnìny zveøejnìním tìchto informací všem úèastníkùm trhu. Efektivnost akciového trhu vzhledem k urèité množinì informací W vede k tomu, že není možné soustavnì dosahovat abnormální výnosnost obchodováním na základì tìchto informací (Malkiel, 1992). Efektivnost v pojetí efektivního trhu znamená, že se informace na takovém trhu rychle rozšiøují a jsou plnì reflektovány do cen akcií, tedy se jedná o informaèní efektivnost.Podle informaèních množin W se rozlišují tøi formy hypotézy efektivního trhu: trh je slabì efektivní, pokud aktuální akciový kurs reflektuje všechny informace a obchodováním na základì historických dat nelze soustavnì získávat abnormální výnosnost. Akciový trh považujeme za støednì silnì efektivní, pokud aktuální akciový kurs reflektuje nejen historická data, ale i aktuální veøejné informace a obchodováním na základì historických dat a veøejnì aktuálních informací nelze soustavnì získávat abnormální výnosnost. Akciový trh je považován za silnì efektivní, jestliže aktuální akciový kurs obsahuje všechny kursotvorné informace, tzn. jak veøejného, tak neveøejného charakteru a obchodováním na základì aktuálnì veøejných a neveøejných informací nelze soustavnì získávat abnormální výnosnost. Doposud bylo vìnováno testování této hypotéze mnoho prací jak ve svìtì, tak i v èeské republice, v nichž se našlo mnoho dùkazù jak ve její prospìch, stejnì tak i proti ní. Ukazuje se, že tuto pomìrnì jednoduše formulovanou myšlenku v praxi je však dosti obtížnì testovat, což je také pravdìpodobná pøíèina toho, proè je názor odborníkù na tuto hypotézu tak nejednotný. Nicménì, s postupem èasu rozvoj statistiky jako vìdní discipliny rozšiøuje statistické instrumentarium tak, že umožòuje využívat stále nové statistické metody k provìøení hypotézy efektivního trhu oproti minulosti a usnadòuje tak finanèním teoretikùm v potvrzení èi vyvrácení platnosti hypotézy efektivního trhu.Tento pøíspìvek navazuje na výsledky jiných prací v nedavné dobì v této oblasti a v nìm nejprve bude projednán teoretický základ hypotézy efektivního akciového trhu. Poté na datech získaných z èeského akciového trhu, a to konkrétnì na èasových øadách èeského indexu PX-50 a dalších tøech velmi likvidních titulù: Telefónica O 2 (døívìjší Èeský Telecom), Komerèní banka a Èeské energetické závody bude testována platnost slabé formy hypotézy efektivního trhu, a to nejen lineárními statistickými metodami, ale také nelineárními metodami. An Empirical Verification of Export Function Focused on the Impact of EUR/CZK Exchange RateThe traditional view of international economics is that exchange rate is a leading factor which can strongly affect a country's foreign trade. However, the production fragmentation widespread around the world due to the recent globalization may weaken the role of exchange rate on international trade. As the Czech economy is a very open one, a quantitative knowledge of the impact of exchange rate on export is a valuable information for all actors in the economy. In our contribution, we examine effect of the exchange rate of the Czech crown on domestic export in three macroeconomic models in both short and long run. The first one is a Keynesian model representing the demand for export in the form of marginal propensities. The second one is a VAR model in elasticities of the reduced form. The last one is a structural model resulting from the findings from the previous one. To estimate their parameters, we use quarterly data from 2000 Q1 to 2016 Q1. In all three cases we identify statistically significant impact of exchange rate on export in short-run models.
ÚvodCentrální banky ve vyspělých tržních ekonomikách mají více nástrojů k prosazení své měnové politiky, nicméně v poslední době používají nejčastěji krátkodobou úrokovou sazbu pro její realizaci. Česká národní banka není výjimkou. Při plnění své základní funkce, tj. udržení cenové stability, v rámci režimu cílování infl ace stanovuje infl ační cíl a svým měnově politickým nástrojem se snaží reagovat vývoj ekonomiky tak, aby vytyčený infl ační cíl byl naplněn. V tomto režimu je velmi důležitá důvěryhodnost centrální banky, protože měnová politika centrální banky je úspěšná pouze tehdy, kdy veřejnost věří, že centrální banka je schopna splnit svůj infl ační cíl a je tedy možné brát tento cíl v úvahu při různých ekonomických kalkulacích. Proto se centrální banka snaží vždy být maximálně transparentní, svoje rozhodnutí o měnové politice zakládá na objektivních faktorech, jejichž vliv na ekonomické prostředí je podobně vnímán různými subjekty v ekonomice. Protože změny měnově politické úrokové míry ovlivňují všechny aktivity jak domácího bankovního sektoru a stejně tak i veškeré operace na kapitálovém trhu včetně toku kapitálu ze zahraničí, zmíněné subjekty se snaží odhadnout s předstihem, jak bude centrální banka zacházet se svým úrokovým nástro-jem. Významnost předběžné znalosti výše měnově politické úrokové míry centrální banky nás proto motivuje k tomu, abychom nalezli vhodný nástroj, jak modelovat pohyb měnově politické úrokové sazby České národní banky (ČNB) (tzv. 2T repo sazby) na základě veřejně přístupných informací.Při rozhodování o měnové politice se centrální banky včetně České národní banky často opírají o určitý makroekonomický modelový aparát, s jehož pomocí provádějí prognózu budoucího vývoje ekonomiky a analyzují případný dopad své měnové politiky. Banky rovněž využívají i kvalitativní odhady svých expertů a tyto odhady se mohou stát vstupní proměnnou pro modelování. Výstup z modelování však slouží pouze jako podklad pro další rozhodování odpovědných centrálních bankéřů. Konečná výše měnově politické úrokové sazby je výsledek vystupující z pomyslné černé skřínky v podobě bankovní rady ČNB. Stanovení výše této úrokové sazby se jeví spíše jako umění než věda a proto se nabízí otázka, zda by se neměly pro tento účel použít umělé neuronové sítě. ÚvodVolatilita je důležitý ukazatel pro řízení rizik a je také jedním z několika přímých vstupů pro ocenění opčních derivátů. Je dokonce předmětem přímého obchodování na různých trzích. Proto má přesné modelování volatility velký význam jak pro teoretiky, ale i pro obchodníky. Bylo zjištěno, že nepodmíněný rozptyl vypočtený přímo z fi nančních dat není dostatečně výstižným měřítkem jejich volatility. Také byla pozorována vysoká setrvačnost ve volatilitě fi nančních aktiv. Na základě těchto skutečností Engle (1982, specifi kace ARCH) a později Bollerslev (1986) vypracovali model (zobecněné) autoregresní podmíněné heteroskedasticity ((G)ARCH). Ukazuje se, že modely této třídy jsou cennými nástroji pro modelování volatility ve fi nančních časových řadách s časově proměnlivou volatilitou. Ve srovnání s výsledky modelování volatility získanými jinými postupy (např. stochastická volatilita, realizovaná volatilita, implikovaná volatilita), modely podmíněné volatility poskytují velmi solidní výsledky při nesrovnatelně snadnějším modelovacím postupu a s menší náročností požadavků na vstupní data. I proto, v konkurenci s těmi již jmenovanými metodami, jsou modely třídy GARCH stále velmi populární (Mishra, Su a Ullah, 2010).Výše zmíněná skutečnost neznamená, že odhad modelu podmíněné volatility z fi nančních dat je zcela bezproblémový. Finanční data, jak známo, ve většině případů nemají normální rozdělení. Jejich rozdělení bývají leptokurtická, to znamená, že jsou špičatější a mají tlustší konce než normální rozdělení (Filaček, Kapička a Vošvrda, 1998). Zpočátku tento fakt nebývá brán na zřetel při odhadu parametrů modelu z této třídy. Spíše tomu je naopak, protože parametry modelu GARCH jsou nejčas-těji odhadovány metodou maximální věrohodnosti, při které se musí specifi kovat typ rozdělení náhodné složky modelu. Častá specifi kace odhadu je normální rozdě-lení. Tuto specifi kaci lze modifi kovat Studentovým t-rozdělením, případně obecným rozdělením náhodného členu modelu.
