Este trabalho tem como objetivo geral analisar os indicadores de auditoria das demonstrações contábeis aplicadas ao setor público em três municípios do Estado do Paraná, que tiveram suas contas julgadas irregulares pelo Tribunal de Contas Estadual (TCE-PR). Busca-se, também, identificar os indicadores desses municípios, verificar os motivos que os levaram a ter suas contas julgadas irregulares pelo ente de controle externo e analisar, comparativamente, os indicadores antes e após as irregularidades. Para tanto, a pesquisa se configura como aplicada, quanto sua natureza, com delineamento de pesquisa mista, descritiva e documental, realizada com base nas demonstrações contábeis dos entes públicos, objetos desse trabalho, do ano de 2017 a 2020. A partir da análise dos indicadores foi possível identificar que pouco se relacionam com os motivos dos municípios terem suas contas julgadas irregulares pelo órgão de controle externo, porém podem, em algum momento, contribuir com os gestores municipais na identificação de pontos de melhorias e readequação ou realocação de recursos em seus municípios. Nesse sentido o estudo vem apresentar contribuições aos órgãos de controle interno no sentido de desenvolverem mecanismos de identificação precoce de distorções nas demonstrações contábeis e contas públicas dos entes municipais.

Objetivo da Pesquisa: Analisar os fatores que influenciam a gestão fiscal municipal sob a ótica da teoria do federalismo fiscal e da teoria dos ciclos políticos nos governos locais. Enquadramento Teórico: Este estudo aborda a gestão fiscal municipal, o federalismo fiscal e os ciclos políticos. Metodologia: Utilizou-se de modelos de regressão para dados em painéis, nos governos locais representados pelos municípios do Paraná, no período de 2013 a 2019. Resultados: As variáveis representativas da autonomia arrecadatória influenciam positivamente os índices da dívida consolidada líquida e os gastos com pessoal. Também se identificou que a condição financeira auxilia na explicação dos indicadores da gestão fiscal. Por fim, com base nos ciclos políticos, observa-se uma tendência ao comportamento oportunista nos períodos eleitorais, já que ambos os indicadores tendem a ser maiores nos períodos de eleições locais. Originalidade: Explorar a gestão fiscal nos governos locais, sob as lentes teóricas do federalismo e dos ciclos políticos em diferentes cenários é relevante tendo em vista as particularidades federativas, fiscais e políticas, em especial nos governos subnacionais. Contribuições teóricas e práticas: A pesquisa apresenta contribuições teóricas/práticas ao retratar os fatores que impactam a gestão fiscal nos governos locais, sob a lente das abordagens teóricas do federalismo fiscal e dos ciclos políticos, demonstrando os elementos que podem afetar o equilíbrio das contas públicas.
