In October 1994 the Audit Commission published it's fifth triennial survey on the extent of computer fraud and abuse. Entitled "Opportunity makes a thief - an analysis of computer abuse". It makes disturbing reading. The survey was compiled from over 1000 responses to 5500 questionnaires distributed to a broad range of organizations covering both the public and private sectors. The Audit Commission is a British commission which is responsible for the statutory external audit of local authorities and water authorities in England and Wales.
