In this paper, we discussed Creative Cultural Synergy: Towards the Africa of the Future in ensuring an enduring development in a competitive and globalized world. Africa today is far from being a viable continent – as most social institutions that should regulate socio-political life are weak and human instincts predominate individual conduct. As a result, the task of nation building has become a mirage. Rather than see these problems within their larger social and cultural context, people tend to place hope on reforms with narrow economic focus. The issue of the African future in African philosophy is that of how best to achieve freedom and development in Africa without compromising the African identity. Defining the African project today is situated in the cultural confusion generated by the assault on the consciousness of its people. Several narratives have been put forward to explain this malaise. This paper concludes that there is need for a cultural and reconstructive examination as a tool in African philosophy to set up the Africa of the future. A creative cultural synergy using some aspects of the African culture with that of others would guarantee its cultural autonomy without setting apart from others in their quest for development. Textual and content analysis approaches are adopted in this research.
This work, “The Nothingness” of the Gettier Problem is an attempt to deconstruct the popularly held view that a fourth condition may be necessary for the Traditional Account of Knowledge otherwise known as JTB. Plato, it was who championed the traditional account of knowledge as justified Belief in response to the agitation of the skeptics notably Georgias and Protagoras. This tripartite account held sway until Edmund Gettier Challenged the position with his article “Is Justified True Belief Knowledge?” Since this challenge, scholars have tried to solve what has become known as the Gettier Problem by trying to fashion out a fourth condition to JTB. This work argues that the celebrated Gettier counter-examples in the challenge of the tripartite account is a "nothingness". The traditional account is rather fundamental in knowledge claim, hence any new vista in form of additional information on JTB should not invalidate it. The textual analysis was adopted as a method for this research.
This research work, “The Black Man’s Burden and the Existentialist Challenge: Unchaining the African consciousness to action,” is a critical analysis of the human condition in Africa that has remained intractable right from political independence to the present and the right approach to stem the tide towards the Africa of the future. How is it that none of the about forty-eight nations South of the Sahara have made appreciable and sustained progress since most achieved independence in the 1960s, except maybe a few with exceptional natural resources. It has been found out that what has become known as the Black Man’s burden is a consequence of unacceptable poverty rate, endemic corruption, civil strife, wars, terrorism, banditry, and a generally low level of human growth and development. The idea that Western countries of Europe and America hold the key to Africa’s development is a myth that is not worth patronizing. The answer to the Black Man’s burden lies as they should in the hands of African countries themselves and especially the individuals and their governments. It is not the case that Africa has been the only continent in history that has suffered this human condition. Europe in the aftermath of the world wars was in shambles, and it took some conscious efforts of individuals and governments to consciously revolt against the absurd through a commitment to come out of the vicious cycle of finger-pointing as causes. The Black Man’s burden can also be addressed using the existentialist movement as a theoretical framework to bring Africa out of the present malaise of backwardness. An acceptance of the absurd and a conscious revolt against the same is what we need in Africa to address this sisyphusian like scenario.
This work is an analysis of public procurement and the role integrity and ethics plays in enhancing effectiveness and efficiency of the procurement system. The paper situates that though public procurement is a worldwide exercise where government spends public funds for the procurement of goods works and services, for the good of the people, inefficiencies has trailed the procurement system in most developing countries of Africa. Some of these countries have taken some steps to reform the sector, but there are still noticeable challenges and obstacles to a full maximization of the goals of a good procurement system. One of the major challenges, identified has been that of a dearth of integrity and ethical consciousness on the part of procurement professionals and stakeholders alike. It is essential that public procurement professional and stake holders adhere to a well-defined and established code of ethics. Ethics are the principles which defines behaviours as right, good and appropriate. Employees in public service are expected to uphold certain core values and any attempt to pursue personal interest using conduct that are not consistent with the proper discharge of the employee’s duties is a breach of the public trust. In the public sector where procurement is funded by public expenditure, it is imperative that procurement operates with integrity, transparency and professionalism. In most African countries, Nigeria, Uganda, Tanzania to mention a few, the ethos of an efficient system devoid of unethical behaviours by professionals has been far from achieved. The procurement systems have therefore been plagued by integrity and ethical issues leading to unwholesome and undesirable situations. A review of related literatures to these topics was carried out with a view to carry out a contextual analysis in addressing the specific issues under study. This work is therefore significant as it tried to apply ethics to a fundamental aspect of governance which is the procurement of goods, services and works for the ultimate benefits of the populace.
