As in around the world, traffic accidents may cause serious injuries and loss of life in Turkey, too. Administrators and researchers conduct researches to prevent the negative consequences of traffic accidents. Intersections are one of the places where accidents are frequently seen at urban roads. Due to decreasing traffic volume at late hours, traffic signal systems are disabled to reduce waiting times. In these cases, a flashing intermittent transition system is applied for warning purposes. Quality of visibility decreases at late hours and in foggy or rainy weathers. A laser system proposal has been developed which aims to prevent possible accidents by warning drivers and pedestrians. The system will scan the area when the intermittent system is active and warn the vehicle drivers with a laser system in case of a possible pedestrian. Thanks to the laser system, the visibility of pedestrians will be increased, so that accidents that may occur due to carelessness and vision problems can be prevented. As a result of study, a theoretical design infrastructure has been established, which is predicted to be applicable for the proposed system. Thus, all the necessary steps to pass into the implementation phase have been clearly demonstrated.
