ABSTRACT:This study aimed to reveal students' views regarding the teaching of the Atatürk's Principles and History of Revolution (APHR) course by distance education. The survey model was employed in the study. The study group consisted of 645 students attending Karadeniz Technical University and Karabük University. The research results showed that although the participants receiving the APHR course by distance education had a high level interest in history of revolution subjects, they had a low level participation in the APHR course. Most of the participants wanted the APHR course to continue to be taught at higher education level without any change in its content and name. The participants thought that the teaching of the Atatürk's Principles and History of Revolution accomplished its goals at medium and high levels. Among the problems encountered by the students in the APHR teaching by distance education, the most prominent ones were the inadequacy of the teaching methods employed, exam-oriented instruction, and the insufficiency of the teaching materials used. Traditional lecture and adhesion to textbook continued in distance education, too. It was seen that most of the participants receiving the APHR course by distance education did not attend the lessons regularly and thought that teaching the APHR course by distance education was not beneficial.Keywords: Atatürk's principles; history of revolution; distance education; university students Extended AbstractPurpose and Significance: This study aimed to reveal students' views regarding the teaching of the Atatürk's Principles and History of Revolution (APHR) course by distance education. It was considered significant to open up for discussion the functionality of distance education, which was regarded as an alternative tool for solving such problems experienced in the teaching of the APHR course as physical space problems, insufficiencies in exams, lack of lecturers, and inadequacies concerning the use of teaching methods and materials, in the teaching of the APHR course and to address its outcomes in consideration of face-to-face education.
1853-1856 yılları arasında yaşanan Kırım Harbi, başlangıçta Osmanlı Devleti ile Rusya arasında başlayan ancak ilerleyen yıllarda İngiltere, Fransa ve Piyomente'nin de Osmanlı lehine dâhil olduğu bir savaş haline bürünmüştür. Bu süreçte Avrupa'nın diğer önemli güçleri olan Avusturya ve Prusya'nın Osmanlı Devleti ile birlikte savaşa girmemekle birlikte siyaseten Osmanlı Devleti'ne yakın durduklarını söylemek mümkündür. Bilhassa Avusturya, savaş müddetince Rusya'nın barış masasına oturtulması ve makul mütareke şartlarının sağlanabilmesi için girişimlerde bulunmuş, bununla da yetinmeyerek Osmanlı Devleti'nin hâkimiyet alanı içerisinde yer alan ancak savaşın başından itibaren Rus işgali altında bulunan Eflak-Boğdan topraklarının işgalden kurtarılması adına Osmanlı Devleti ile bir ittifak anlaşması imzalayarak Tuna'nın kuzeyindeki mücadeleye dâhil olmuştur. Savaş yıllarında Osmanlı Devleti ile Avusturya arasında kurulan bu yakın siyasi ilişki sayesinde Rusya'nın savaşı devam ettirmek için Avrupa'da müttefik bulma imkânı ortadan kalkmış ve Rusya neredeyse tüm Avrupa ile ya savaş meydanında ya da diplomasi masasında mücadele etmek zorunda kalmıştır. Ayrıca iki ülke arasında imzalanan 14 Haziran 1854 tarihli antlaşma ile savaşın ilk gününden itibaren Rus işgali altına giren Osmanlı Devleti'ne bağlı özerk Eflak ve Boğdan prenslikleri, Rus askerlerinin çekilmesinin ardından Avusturya birlikleri tarafından savaşın sonuna kadar denetim altına alınmıştır. İlaveten Viyana, Kırım Harbi müddetince taraflar arasında yapılan müzakerelerde diplomasi masasının merkezi olmuş, gerek 1853 yılı Temmuz ayında gerekse 1855 yılı Mart ayında mütareke görüşmeleri düzenlenmiştir. Nitekim çatışmalara son verilen 1 Şubat 1856 tarihli protokol de Viyana'da imza edilmiştir. Tüm bu gelişmeler Kırım Harbi süresince Osmanlı Devleti ile Avusturya arasındaki açıktan veya dolaylı siyasi birlikteliğin ana hatları olarak karşımıza çıkmaktadır. Söz konusu çalışma Kırım Harbi yıllarında Osmanlı Devleti ile Avusturya arasındaki ilişkileri ele almaktadır. Bu kapsamda Avusturya yönetiminin Osmanlı-Rus Savaşı'nın başlaması karşısında takınmış olduğu tutum, savaşın sona erdirilmesi adına yapılan girişimler ve Viyana'daki diplomatik temaslar, Tuna'nın kuzeyinde Rus işgaline uğrayan Rumen prensliklerinin kurtarılması adına imzalanan 13 Haziran 1854 tarihli Osmanlı-Avusturya Antlaşması ve bu antlaşmaya bağlı olarak yaşanan gelişmelere değinilmektedir.
In 1912, the Balkan War I broke out between the Ottoman Empire and Bulgaria, Greece, Serbia, and Montenegro. It came to an end with London Treaty on the 30th of May in 1913. Considering this war in terms of the Ottoman dominance in Balkans, it can be said that it was a vital one. Following the war, a psychological havoc was experienced besides the important losses of land. Even though the Ottoman Empire did not directly participate in the Balkan War II, which broke out soon afterwards, and took back the Eastern Thrace, Balkan Wars made their names in the history as the wars in which Akademik Bakış Cilt 10 Sayı 19 Kış 2016 56 Togay Seçkin BİRBUDAKthe Ottoman army, which was dealing with its domestic conflicts, failed to achieve anything against the aforementioned four states and important cities such as Thessaloniki, Skopje, Bitola, Ioannina, Shkoder as well as Edirne, which was previously one of the Ottoman capital cities, were lost Edirne was besieged by the Bulgarian army during Balkan War I and it was protected at the highest level as far as possible at the command of Mehmed Şükrü Pasha until the 26th of March in 1913. During the war, not only Ottoman people but also foreign diplomatic representatives maintained their lives under the siege in Edirne. One of them was French consul Marcel Cuinet. He made daily records of the incidents he had been through from the first days of the Balkan War I until the beginning of the interim armistice. Cuinet's diary was published in French Le Matin in 1913 shortly after Edirne was occupied by Bulgaria. The Ottoman press also obtained the diary following its French edition. This diary witnesses military interventions in the lives of people, soldiers, and foreign diplomats in Edirne as well as the impressions of a French diplomat about the resistance of people.
<p><strong>Abstract </strong></p><p>Haci Adil (Arda) Bey, born in Lovech in 1869, was an important politician and jurist who held important positions in government offices both in the Ottoman Empire and in the Republic of Turkey. Throughout his career as a government official, which he started as a customs official in Yemen in 1890, he took several government offices in Yemen, Istanbul, and Thessaloniki for about 20 years and was inducted as the Governor of Edirne a short while after the proclamation of the Second Constitutionalist Period. Taking office as a senior manager within the party of Union and Progress following assume of governor of Edirne office, lasted for about a year, Haci Adil was appointed as Interior minister in 1912. He continued to hold critical offices during the Turco-Italian War, Balkan War and the First World War while the government was having hard times. He became interior minister once again in the government formed after the Sublime Porte Raid in 1913. HE was appointed as the governor of Edirne once again after the city was taken back during the Balkan War II, and held the office of chairperson of the Ottoman Parliament between the years 1915 and 1918. Arrested and exiled to Malta after end of First World War, Haci Adil lived the life of an exile abroad between the years 1919 and 1922. Returning home after his captivity in Malta, Haci Adil held the offices of the Governor of Adana and Bursa, lectured at the Ottoman University Darülfünun, and represented country on international courts. Haci Adil, who also held offices in Istanbul Municipality, died in 1935.</p><p>This study gives information on the political and administrative activities of Haci Adil, who was one of the members of the headquarter of party of Union and Progress, during the Second Constitutional Period based on archive documents. </p><p><strong>Öz</strong></p><p>1869 yılında Lofça’da dünyaya gelen Hacı Âdil (Arda) Bey, hem Osmanlı Devleti hem de Türkiye Cumhuriyeti zamanında mühim devlet görevlerinde bulunmuş önemli bir siyasetçi ve hukuk adamıdır. 1890 yılında Yemen’de gümrük memuru olarak başladığı devlet hizmetinde yaklaşık 20 yıl süre ile Yemen, İstanbul ve Selanik’te çeşitli memuriyetler üstlenmiş, II. Meşrutiyet’in ilanından kısa bir süre sonra Edirne Valisi olarak atanmıştır. Yaklaşık bir yıl süren Edirne Valiliği görevinden sonra İttihat ve Terakki Fırkası içerisinde üst düzey yöneticilik görevi alan Hacı Âdil Bey, 1912 yılında Dâhiliye Nâzırlığı’na getirilmiştir. Trablusgarp Savaşı, Balkan Savaşı ve I. Dünya Savaşı yıllarında devletin zor günlerinde kritik görevler almaya devam eden Hacı Âdil Bey 1913 yılında Bâb-ı Âlî Baskını sonrasında kurulan hükûmette bir kez daha Dâhiliye Nâzırı olmuş, II. Balkan Savaşı sırasında Edirne’nin geri alınmasının ardından bir kez daha bu şehre vali olarak atanmış, 1915-1918 yılları arasında da Meclis-i Mebusan Reisliği görevini yürütmüştür. I. Dünya Savaşı’nın sona ermesinin ardından tutuklanan ve Malta’ya sürgüne gönderilen Hacı Âdil Bey, 1919-1922 yılları arasında yurtdışında sürgün hayatı yaşamıştır. Malta esareti sonrasında yurda dönen Hacı Âdil Bey, Adana ve Bursa valilikleri görevlerinde bulunmuş, Dârülfünûn’da dersler vermiş ve uluslararası mahkemelerde ülkemizi temsil etmiştir. İstanbul Belediyesi’nde de görevler üstlenen Hacı Âdil Bey 1935 yılında vefat etmiştir.</p><p>Söz konusu çalışmada İttihat ve Terakki Fırkası’nın merkez-i umumi azalarından olan Hacı Âdil Bey’in II. Meşrutiyet dönemindeki siyasî-idarî faaliyetleri hakkında arşiv belgeleri ekseninde bilgiler verilmektedir. </p>
