Population outflow from Wuhan had a long-term impact on the spread of COVID-19. Areas with low population inflow lacked awareness of prevention, started emergency response later, and failed to prevent the COVID-19 caused by population mobility. The degree to which population mobility and emergency measures affected the development of the epidemic exists spatial heterogeneity in China.
