Despite the importance of modernizing Brazilian agriculture through capitalization, alongside agricultural public policies, at the regional level this process has taken place asymmetrically and continues as such to this day. Thus, this work aims to verify the characteristics of family farmers and their establishments in the different regions of Brazil, based on municipal data from the 2017 Agricultural Census, using the Logit Multinomial econometric model. The results suggest heterogeneity among the different regions of the country, which corroborates the process of asymmetric modernization of Brazilian agriculture, and, through the econometric estimation, based on variations in the characteristics observed, the South region of Brazil has, in general, more favorable characteristics when compared to the other regions.
Family farming is quite different between Brazilian regions, where one of the main factors of this distinction is the implementation of agricultural modernization that initially benefited the regions South and Southeast, making these regions more mechanized and with a higher level of human capital. Given this fact, this article aims to measure the productive differences of family farmers between Brazilian regions using data from the 2017 Agricultural Census and applying a spatial stochastic frontier at municipal level. The results have shown that there is a high heterogeneity between Brazilian regions, where although all areas have shown a decreasing return of production scale, these returns were greater for the regions Midwest, Southeast, and South. Besides, technology and labor have a lesser effect on the gross income of farmers in the Northeast. The results also show that spillovers were different between regions, both for the factors of production and for the determinants of inefficiency. Furthermore, the heterogeneity can be confirmed by the efficiency scores, which were higher in the regions South, Midwest, and Mid-South regions of the Southeast. The results also suggest that, according to the profile of each region, it is necessary to implement more efficient policies that aim to improve the effectiveness of existing policies and mitigate the differences between them, especially in the North and Northeast of Brazil.
O crédito rural abrange recursos destinados a custeio, investimento e comercialização, sendo o principal instrumento da política agrícola brasileira. Entretanto, a ausência de direitos de propriedade sobre a terra é um fator controverso que gera, por sua vez, restrição de crédito, dado que esse ativo é utilizado como garantia. Tal restrição é marcadamente severa particularmente ao grupo de pequenos agricultores que, no Brasil, possuem o Programa Nacional de Fortalecimento da Agricultura Familiar (Pronaf) como única política pública a eles destinada. Assim, por intermédio dos microdados da Pesquisa Nacional por Amostra de Domicílios (PNAD) 2014, este estudo buscou avaliar o impacto da posse da terra das denominadas “pessoas potencialmente classificadas como agricultor familiar” (PPCAF) sobre o crédito rural no Brasil. Para tanto, fez-se uso dos métodos de balanceamento por entropia e propensity score matching e analisou-se então a sensibilidade de modo a averiguar a robustez dos resultados em face das variáveis omitidas. De acordo com os resultados obtidos, a posse da terra está positivamente relacionada ao crédito rural, principalmente na região Sudeste. Em contraste, os resultados para as regiões Sul e Centro-Oeste não se revelaram estatisticamente significantes.
Resumo O crédito rural é o principal instrumento da política de teor agrícola brasileira, amparando e proporcionando aos agricultores mais investimento em suas produções. Quando comparado, porém, às demais, a região Nordeste requer maior atenção e, ademais, essa região também denota heterogeneidade. Assim, este estudo estimou o efeito do crédito rural destinado aos agricultores familiares (Pronaf) sobre a produção total das lavouras temporárias na Região, discriminando nas regiões de clima semiárido e não semiárido, além dos municípios com polos de irrigação e os que não têm. A base de dados foi obtida por intermédio das seguintes fontes: PAM, IBGE, BCB, MDA, INMET e Global Climate Monitor; no período de 2012 a 2017, em razão da disponibilidade de dados, e estes foram analisados com a aplicação de métodos para dados em painel com efeitos aleatórios. Os resultados mostraram que o crédito rural expressou efeito positivo sobre o valor bruto da produção durante o período analisado, apesar de o número de agricultores familiares não exprimir influência. Além disso, os municípios que têm polos de irrigação mostraram resultados melhores em relação aos demais grupos, em contraposição aos municípios localizados no semiárido.
