La mise en place à venir de dispositifs Red team dans le cadre des travaux de l’Agence de l’innovation constitue une opportunité pour ouvrir de nouveaux horizons de réflexions dans le champ de la prospective de défense. Cela signifie également un changement de culture et une capacité à la critique.
Cet article examine la genèse du processus de politisation de la Francophonie à partir du sommet de Versailles en 1986 jusqu’au sommet de Chaillot en 1991. S’appuyant sur des recherches archivistiques et un recueil de témoignages, il retrace l’appropriation par la Francophonie des enjeux de la construction de l’État de droit, de la promotion de la démocratie et de la défense des droits de l’homme dans un contexte de crises produites par la fin de la bipolarité. La période 1986-1991 constitue un véritable tournant démocratique de la Francophonie à partir de la seconde moitié des années 1990 qui aboutit à la déclaration de Bamako en 2000.
