Partisan models of budget politics largely concentrate on the size of government, budget deficits and debt, but most theories have little to say as to what the effect of party politics on both the size and the composition of budgets is. This paper seeks to extend previous literature in two directions. First, a model of spending preferences is developed that relates actors' preferred level and allocation of expenditure to electoral gains from fiscal policies. Second, changes in both total expenditure and the expenditure mix of two budget categories are analyzed for the effect of parties' spending preferences as stated in their election manifestos. Using data on 19 OECD countries from 1971 to 1999, the paper finds support for general partisan hypothesis. The results suggest that the actual spending preferences of parties matter whereas they do not indicate that parties of the left consistently differ from parties of the right in their spending behavior. It is well known that different types of electoral systems create different incentives to cultivate a personal vote and that there may be variation in intra‐party competition within an electoral system. This article demonstrates that flexible list systems – where voters can choose to cast a vote for the list as ordered by the party or express preference votes for candidates – create another type of variation in personal vote‐seeking incentives within the system. This variation arises because the flexibility of party‐in‐a‐district lists results from voters' actual inclination to use preference votes and the formal weight of preference votes in changing the original list order. Hypotheses are tested which are linked to this logic for the case of Belgium, where party‐in‐a‐district constituencies vary in their use of preference votes and the electoral reform of 2001 adds interesting institutional variation in the formal impact of preference votes on intra‐party seat allocation. Since formal rules grant Belgian MPs considerable leeway in terms of bill initiation, personal vote‐seeking strategies are inferred by examining the use of legislative activity as signalling tool in the period between 1999 and 2007. The results establish that personal vote‐seeking incentives vary with the extent to which voters use preference votes and that this variable interacts with the weight of preference votes as defined by institutional rules. In addition, the article confirms the effect of intra‐party competition on personal vote‐seeking incentives and illustrates that such incentives can underlie the initiation of private members bills in a European parliamentary system.
In a broad range of research in comparative politics, political parties are conceptualised as unitary actors with consistent preferences. We depart from this sometimes accurate, at other times overly strong assumption by studying patterns of intra-party heterogeneity of preferences within parliamentary parties in the German Bundestag from 2002 -05. For this purpose, we use the Wordscores method, a form of computational text analysis, to estimate policy positions of 453 individual legislators based on plenary speeches. We then study the link between intra-party faction membership and expressed policy positions. We find that there is a limited, but consistent effect of intra-party factionalism in the German Bundestag. According to random effects ANOVA, faction membership determines about 3 per cent of the variance of positions on economic policy in the present study.
Party competition is largely about making policy promises to voters. We argue that the clarity of the expressed policy position may be equally important. If blurred messages toward different audiences and therefore ambiguous positions can attract votes from different groups, parties have incentives to present ambiguous rather than clear-cut policy platforms. We present a formal model of multi-party competition with stochastic voting where party leaders make strategic choices on both the position and the level of ambiguity of their platforms. Leaders respond to the demands of two principals, the general public and party core constituencies. We derive two hypothesis on the location and ambiguity of party platforms and provide initial tests of these hypotheses in a comparative setting in 14 Western European democracies gathering data on voter and party left-right positions from Eurobarometer surveys and electoral manifestos. Ambiguity of party profiles is estimated using a variant of Wordscores on a newly established data set of electoral manifestos. We find that platforms become more ambiguous as the preferences of the two principals diverge. Our findings imply that ambiguity can be a winning strategy for parties, especially in settings with strong partisan lines.
