Regional autonomy is designed to increase the welfare of the community with the idea that regional government best understands what must be done in order to increase and improve human resources. The quality of human resources in a community can be a determining factor for the success of development initiatives in a region. Regional governments must be able to properly plan, to implement, and to evaluate regional budget allocations as they have direct impacts on regional gross regional domestic product (GRDP) as well as on measurable community welfare as measured by the Human Development Index (HDI). This study examines the relationship between government spending and human development in regional governments of Papua Province, Indonesia as measured by the HDI. A secondary analysis of government data and Human Development Index (HDI) data was conducted using structural equation modelling. The secondary analysis of regional government budget allocations and HDI data suggests that spending with the goal of improving the lives of community members seems to lead to an improvement of HDI. This study is focused on regional governments in one province of Indonesia. While its findings suggest that governments should make supporting human resources a priority if they hope to see improvement in HDI, similar studies should be conducted in other communities in order to see how different cultural or political settings affect the relationship between spending and HDI. This study adds to our understanding of development with its focus on Papua Province, an under-studied area in development research.
BPHTB Waris adalah pengenaan pajak kepada ahli waris, sehubungan dengan peralihan hak atas tanah dan bangunan dari pewaris kepada ahli warisnya. Dalam contoh 1 pada penjelasan atas pasal 4 ayat (2) Peraturan Pemerintah Republik Indonesia Nomor 111 Tahun 2000 tentang Pengenaan BPHTB Karena Waris dan Hibah Wasiat, terdapat ketentuan bahwa apabila NPOP lebih rendah dari NPOPTKP maka NPOPKP menjadi Nihil dan BPHTB Terutang juga menjadi Nihil. Penelitian ini menggunakan metode Analisis Deskriptif dengan Jenis Data Kuantitatif dari Sumber Data Sekunder, yakni berupa Laporan Target dan Realisasi Pendapatan Daerah Kota Jayapura Tahun 2012 – 2016, Data BPHTB Waris di Kota Jayapura Tahun 2012 – 2016, Data Klasifikasi NJOP Bumi Untuk Objek Pajak Sektor Perdesaan dan Sektor Perkotaan serta buku-buku, peraturan perundang-undangan, serta dokumen-dokumen resmi dari pemerintah terkait BPHTB. Kesimpulan penelitian adalah: (1) Jumlah wajib pajak yang melakukan pendaftaran hak BPHTB karena waris dalam kurun waktu 2012-2016 mempunyai kecenderungan naik dengan trend positif dan rata-rata yang dicapai adalah sebesar 20 persen. (2) Jumlah Luas tanah yang ditransaksikan pada BPHTB waris mempunyai kecenderungan naik dengan trend positif dan rata-rata yang dicapai adalah sebesar 20 persen. (3) Jumlah Nilai Perolehan Objek Pajak (NPOP) sebagai dasar pengenaan BPHTB Waris mempunyai kecenderungan menurun dengan trend negatif dan rata-rata yang dicapai adalah sebesar 20 persen. (4) Jumlah BPHTB Terutang pada BPHTB waris mempunyai kecenderungan naik dengan trend positif dan rata-rata yang dicapai adalah sebesar 20 persen. (5) Upaya Optimalisasi Pemungutan BPHTB pada Peralihan Hak atas Tanah karena Waris di Kota Jayapura diantaranya dengan melakukan Revitalisasi terkait Nilai Perolehan Objek Pajak (NPOP) dan Nilai Jual Objek Pajak (Rp/m2) dan juga Relevansi Klasifikasi Klas Bumi dan Zona Nilai Tanah (ZNT) sehingga Potensi Pendapatan Asli Daerah dapat dikembangkan melalui Optimalisasi Pemungutan Bea Perolehan Hak atas Tanah dan Bangunan.Kata Kunci : Potensi PAD, Optimalisasi Pemungutan BPHTB, BPHTB Waris, NPOP
Penelitian ini bertujuan untuk 1). Menganalisis implementasi program Corporate Social Responsibility (CSR) PT. Tunas Sawaerma terhadap kesejahteraan masyarakat di Distrik Jair Kabupaten Boven Digoel, 2). Menganalisis respon masyarakat adat terhadap program CSR PT. Tunas Sawerma dalam upaya peningkatan kesejahteraan masyarakat di Distrik Jair Kabupaten Boven Digoel, serta 3). Menganalisis kebijakan apa yang efektif dalam mengimplementasikan CSR untuk meningkatkan kesejahteraan masyarakat di Distrik Jair Kabupaten Boven Digoel. Tipe penelitian ini adalah penelitian deskriptif dengan menggunakan pendekatan kualitatif. Metode pengumpulan data dengan cara observasi, wawancara, dan studi dokumen, Unit analisis dalam penelitian ini menggunakan 2 (dua) model unit analisis, yakni unit analisis organisasional yaitu dari pihak PT. Tunas Sawaerma dan Unit analisis kelompok yaitu masyarakat adat yang berada di Distrik Jair Kabupaten Boven Digoel. Lokasi dalam penelitian ini adalah masyarakat adat yang tinggal di kampung Butiptiri (POP-A) dan Kampung Getentiri (POP-B) Distrik Jair Kabupaten Boven Digoel. Berdasarkan hasil penelitian menunjukkan bahwa program CSR memberi perubahan yang positif terhadap peningkatan kesejahteraan masyarakat adat, dan program CSR PT. Tunas Sawaerma mendapat respon yang positif dari masyarakat adat karena adanya kegiatan-kegiatan ekonomi yang dilakukan memberi dampak yang signifikan terhadap peningkatan kesejahteraan masyarakat, khususnya masyarakat adat di Distrik Jair Kabupaten Boven Digoel.Kata Kunci : Implementasi CSR, Kesejahteraan Masyarakat
The empirical study of Micro Finance Institution (MFI) to investigate MFI performance in rural economics development perspective have been conducted in Java and off Java, in the early 2007 through PRA approach with group interview and individual in depth interview, involve the MFI board and customer. By using qualitative descriptive analysis approach of purposive chosen MFI, the result study obtained a following picture: (a) the existence of MFI is strategic role as intermediation of economics activities for the people who didn’t reach of conventional bank services; (b) in fact MFI services have been successful, but it was still bias of non agricultural business activities. The scheme of agricultural loan didn’t priorities, the budget of farming system support relatively small. That is not more then 10 % from total of MFI budget; (c) Critical success factors of agricultural MFI development are: legality of MFI institute, management capability, seed capital support, reasonable farming system, characteristic of farming system, training of MFI management and technical guidance of customer MFI; (d) Human resource evelopment, seed capital support and technical guidance of MFI customer are needed of the initiation and development of agricultural MFI.Key Words: Micro Finance Institution, Rural Economics Development
Until now, it is unclear what the economic system adopted by Indonesian nation. Perhaps people say economic system Indonesia is a mix between the capitalist economic system and the Socialist-Liberal-Command. Whatever the Indonesian economic system adopted, a clear until now the Indonesian economy increasingly lagging behind countries - countries ASEAN others who used it under Indonesia. Indonesia's economy is still not in favor of interest people. The little people are likely still not optimal in enjoy the fruits of national development, resulting in a gap that is very width between the rich and the poor. Since the State of Indonesia's independence, actually Bung Hatta launched a cooperative economic system for the Indonesian nation. Even This cooperative economic system has been set forth in the Constitution 'of 1945, in particular Article 33. But in reality, the government (nation) Indonesia never consistent with Article 33 is in the running wheel the national economy. Perhaps this is what causes the economy Indonesia continues to face chronic problems such as those in on. If the economic system is fundamentally cooperative studied, actually cooperative has characteristics that are closely aligned with the situation and culture Indonesian nation. Therefore, it is not something that is not possible if the cooperative economic system serve as a solution to Indonesia's economic problems.
