Après deux années moroses, la croissance américaine est revenue en 2002 et surtout en 2003, en particulier grâce à la reprise de la consommation des ménages. Dans un contexte géopolitique tendu, les perspectives pour 2004 et 2005 restent favorables et les créations nettes d'emplois sont reparties à la hausse au printemps 2004. Les performances affichées par l'économie américaine témoignent d'une forte réactivité du système économique et de la politique économique aux chocs enregistrés depuis quatre ans : explosion de la bulle Internet, affaire Enron, 11 septembre, guerre en Irak, etc. La politique monétaire de la Fédéral Reserve, notamment, s'est montrée remarquablement accommodante, tandis que la politique budgétaire, résolument keynésienne, se traduisait par le plus haut déficit enregistré depuis la présidence Reagan et par une hausse significative de la dette fédérale. Parallèlement, les autorités monétaires laissaient le dollar entamer une baisse qui, dans le cycle actuel, sert plutôt les intérêts des États-Unis.
