This article analyzes the role that international organizations play in orienting education reforms and changes, based on an examination of key texts these organizations produced in the 1990s. The analysis shows that some specific trends persist: UNESCO and UNICEF centre their philosophy on a humanistic and child-centered vision of education, while the World Bank and the OECD give priority to education policy based on assessing skills and learning outcomes. Over the past decade, however, among the major international organizations involved in education, there has been a gradual convergence in the vision of education, towards learning outcomes. This convergence is illustrated by looking at several topics of common concern: quality, good governance, accountability, privatization, benchmarking, and the measurement of learning outcomes.
L’analyse de la littérature sur l’influence de la Banque mondiale dans les politiques nationales d’éducation fait ressortir, dans la plupart des cas, de nombreuses lacunes théoriques et méthodologiques qui ne permettent pas de saisir finement cette influence, en particulier en Afrique de l’Ouest francophone. C’est pourquoi cet article, après avoir présenté les grandes tendances de la littérature sur la question, donne quelques pistes pour repenser l’influence de la Banque mondiale et propose des exemples à partir de pays spécifiques, le Mali et le Sénégal.An analysis of the literature on the World Bank’s influence on national education policies indicates that, in the majority of cases, this influence is difficult to discern, in particular in Francophone West Africa, because of significant theoretical and methodological gaps. Cet article vise à comprendre quelle est la contribution des enseignants à une éducation de base de qualité au Sénégal, avec un accent particulier sur le concept d’éducation « pertinente ». Après avoir fait un détour par la caractérisation des concepts de qualité et de pertinence, nous contextualisons la situation des enseignants au Sénégal, puis nous présentons l’intérêt d’explorer les liens entre ces concepts et la question enseignante. D’un point de vue méthodologique, les données proviennent essentiellement d’entretiens et d’observations. Il ressort de nos analyses que les enseignants de manière générale ne sont pas en capacité de permettre une éducation pertinente. Toutefois, cette recherche met en avant certains facteurs favorables à plus de pertinence.
