The present work starts from the need to understand the mediation carried out by bureaucratic institutions in the capitalist class struggles, in order to clarify how the state apparatus can be instrumented in an emancipatory strategy nucleated by the perspective of work in Brazil. One of the main aspects of this mediation in capitalist reproduction is the state management of money. To understand its relationship to class struggles we proceed by four main steps. In the first place, we seek to determine the specific character of social classes and class struggles in the capitalist mode of production, starting from the idealist and / or market point of view, we demonstrate the superior adequacy of the materialist perspective in the analysis of social classes in capitalism, that proceeds from the analysis of the social relations of production and reproduction of capital, thus clarifying its fetishistic and strange character. In a second moment, we emphasize the fact that these universal relations of capitalism necessarily manifest themselves in a particular and always specific way, hence the need to understand the way in which they were constituted in Brazilian particularity, where we find the specific character of the constitution of capitalism by the colonial route. In a third moment, we define the relations between capital, money and currency. We present some monetary controversies to clarify the differences between monetary orthodoxy and monetary heterodoxy and proceed to explain Marx's monetary theory, which is based on the origin of money from the need of the general equivalent put by the commodities production. After, we present the main features of money in capitalism to its more fetishized forms as fictitious capital. Finally, we analyze the relationship between monetary policy and social classes in post-dictatorial Brazil. The analysis of this period demonstrates the continued isolation of the monetary policy decisions from the majority of the population and the low level of democratic deliberation and control, be they in the heterodox shocks during the Sarney government, or in the orthodox shift initiated in Collor, or in the institution of the Real Plan. The latter, in solving the problem of the loss of social recognition of the national currency and of hyperinflation, did so in the perspective of the then hegemonic class fractions of capital: the national and international financial capital. Resumo O presente ensaio propõe um tratamento materialista da participação a partir de sua diferenciação ante as correntes dominantes na explicação das dificuldades de efetivação das formas participativas na esfera política no Brasil. De um lado, coloca-se o culturalismo que acusa a ausência de uma preparação formal ou cultural para a participação. De outro, insurge a corrente que identifica no neoliberalismo o fator impeditivo. A proposta de diferenciação aponta para o estudo das condições reais de possibilidade da forma política a partir da análise do processo de objetivação do capitalismo no Brasil, trazendo à baila a particularidade dessa formação pela chamada via colonial. A constatação básica é a de que a participação no capitalismo atrófico é uma forma particular de participacionismo em razão de processos de transformação incipientes e de modernização excludente que bloqueiam a participação popular, garantindo os interesses ligados às conciliações das classes dominantes.
Resumo-O presente trabalho parte dos limites da crítica às formas políticas capitalistas de resolução das mazelas sociais, deixando em segundo plano a crítica que advinda da gênese, do caráter e da necessidade das relações sociais de produção concretas dadas em cada particularidade. Em seguida, aponta elementos que indicam a necessidade de se pensar uma crítica à sociedade capitalista que enfatize o estranhamento das relações sociais a partir da esfera de produção e reprodução do valor, sendo essa, necessariamente, uma crítica ontológica, a qual vai à raiz das determinações das lutas de classes no capitalismo. Por meio da análise de realidade que essa perspectiva propicia, é possível partir de cada particularidade concreta. Desse modo, pode-se compreender as específicas formas políticas e, assim, avaliar a potencial instrumentação dessas pelos trabalhadores, em uma tática que comporte uma simultaneidade de ações articuladas para a sua emancipação, superando-se o politicismo e o indiferentismo político. RESUMOO presente trabalho pretende avaliar se o seguro-desemprego e o abono salarial realmente ameaçam a sustentabilidade financeira do Fundo de Amparo ao Trabalhador (FAT). Assim, analisa se essa restrição, conforme estabelecido pela Medida Provisória nº 665/2014 em contexto de ajuste fiscal do orça-mento público, é realmente o único caminho para ampliar a sua capacidade de financiamento. A partir da perspectiva de que o orçamento público é expressão e resultado da disputa entre as classes sociais pelo direcionamento e apropriação do fundo público, o artigo analisa os dados da execução orçamentária da Lei Orçamentária Anual (LOA) no período de 2010 a 2014. A análise revela que, ao invés de um aumento substancial das despesas com o seguro-desemprego e o abono salarial, as principais ameaças ao FAT são o mecanismo da Desvinculação de Receitas da União (DRU) e as desonerações fiscais que favorecem o grande capital nacional e estrangeiro.
