Neste artigo, a dinâmica da pesca ornamental no município de Barcelos (Amazonas) foi avaliada sob a ótica das teorias de sistemas socioecológicos e resiliência. Utilizando o ciclo adaptativo como um modelo heurístico, apresentamos os atores sociais envolvidos na atividade, sua história, relação com uso múltiplo de recursos naturais e sugerimos alguns fatores determinantes para seu colapso. Apesar da pesca ornamental ser ecológica e socialmente viável, fatores econômicos contribuíram fortemente para o seu declínio. O tradicional uso de múltiplos recursos naturais, programas sociais de transferên-cia de renda e oportunidades na pesca esportiva e comercial são fatores que estão contribuindo para a reorganização do sistema. Os efeitos dessas mudanças ainda não são conhecidos, mas um aumento na pressão sobre estoques pesqueiros pode afetar negativamente a resiliência do sistema ecológico local.
This paper discusses how changing urban–rural relationships pose new opportunities and challenges for resource management in the municipality of Barcelos, Middle Rio Negro, Brazilian Amazon. The conflicts arising from poor delimitation of the rights of different resource users, as well as increasing rural–urban connections, have mobilised indigenous peoples to seek to protect traditional fishing territories. However, people's mobility challenges resource management models that are based on permanent residence. This complexity underscores the urgent need for new ecological and political management models to deal with the flux of both people and natural resources, without excluding minority groups.
We evaluated the implementation of a fishing agreement, which was created by negotiation among all users of the resources as a co-management strategy because its definition was a result of meetings between all users of the resources. The fishing agreement was implemented in Unini River, a tributary of the right bank of Negro River. Our approach was based on the perception of the people who live in that area, called ribeirinhos. The management strategy was based on spatial distribution of the different types of fishing. We used two logistic regression models to identify the variables which are important to determine the previous concordance and satisfaction with the agreement. First, we analyzed the initial effort to implement the agreement. The variable that influenced the decision of support for the agreement and satisfaction with the results of agreement in both models was the distance from the interviewee's residence to the sport fishing area. The results showed that the perception of improvement in well-being of the communities and structured social organization are crucial for the success of the co-management strategy.
Given the importance of land for indigenous peoples, rural out-migration is usually associated with a disruption of indigenous culture. This paper suggests that instead of being a disruptive process, migration can serve as the means for a 'scale shift' that transports mobilization capacity from one location to another. This contribution presents the case of Barcelos, in the Brazilian Amazon, where an indigenous movement first arose in an urban area, due to the migration of indigenous activists from other locations, and later spread to rural communities as a result of local migratory circulation. Through alliances with the regional indigenous movement, these rural communities became part of a broader mobilization network that supported the indigenous resurgence in Barcelos.
A Amazônia brasileira é um sistema socioecológico complexo que inclui diversos grupos de atores sociaiscujos valores, interesses, trajetórias de ocupação do solo e relações de poder influenciam a tomadade decisão sobre a gestão dos recursos naturais. Uma gestão eficaz exige que os líderes estejampreparados com abordagens e ferramentas para facilitar a colaboração entre esses diversos atoressociais. Este artigo apresenta as lições aprendidas a partir de um curso de especialização no estado deMato Grosso, que teve como objetivo capacitar 20 líderes de universidades, agências governamentais,setor privado e movimento social. Os participantes do curso aplicaram a metodologia de Avaliação deResiliência (AR) para analisar os meios de vida de três grupos de atores dentro do município de Cotriguaçu.Nós descrevemos a pedagogia construtivista utilizada no curso, lições aprendidas na aplicaçãoda AR, e reflexões sobre a utilidade da metodologia para gestão colaborativa socioecológica. Nossaexperiência revela os desafios de engajar adequadamente os atores sociais locais em tais análises eos riscos de realização de ARs lideradas por especialistas em regiões dominadas por elites poderosas,desigualdades, e lacunas de governança.
