The main purpose of the study is to introduce the wavelength models developed to measure the size of outbreaks based on the COVID-19 example. In this way, the wavelengths of the outbreaks can be calculated, ensuring that the outbreaks are valid, reliable and easy to follow at the national and international level. Wavelength models consist of approved case, death, recovered case and net wavelength models. Thus, the size of the outbreak can be measured both individually and as a whole. COVID-19 cases of 181 countries were used to demonstrate the application of the models. The prominent findings in the applied wavelength models are as follows: the countries with the highest case wavelength are USA, Italy, Spain and Germany, respectively. However, Italy ranks first in the death wavelength, followed by Spain, the USA and France. On the other hand, China has taken the first place in the recovered case wavelength. This country was followed by Spain and Germany and Italy, respectively. Based on all these wavelength models mentioned, net wavelength lengths are calculated. According to the findings of net wavelengths obtained, Canada ranked first, followed by United Kingdom, USA and Italy, respectively.
Amaç: Çalışmanın temel amacı, çok kriterli karar verme (ÇKKV) problemlerinin çözümü için geliştirilen Bulut Endeks-Beta (BE-β) yöntemini hem teorik hem de uygulamalı olarak tanıtmaktır. Bu kapsamda Bulut Endeks (BE) ile bu yöntemin gelişmiş versiyonu olan BE-β karşılaştırılmıştır. Yöntem: Yöntemler, Türkiye’deki Temel Eczacılık Ürünlerinin ve Eczacılığa İlişkin Malzemelerin İmalatı sektörünün 2006-2019 dönemi finansal tablo verileri üzerinden test edilmiştir. BE-β versiyonunda işlem adımları hem kısaltılmış hem de sadeleştirilmiştir. Ayrıca her iki yöntemden elde edilen bulgular arasındaki ilişki, Spearman sıra ve Kendall Tau korelasyon yöntemleri ile ölçülmüştür. Bulgular: Spearman sıra ve Kendall Tau korelasyonları sonuçlarına göre BE ve BE-Beta skorları arasında istatistiksel olarak anlamlı olmayan negatif zayıf bir ilişki vardır. Türkiye’deki Temel Eczacılık Ürünlerinin ve Eczacılığa İlişkin Malzemelerin İmalatı sektörünün 2006-2019 dönemi değerlendirildiğinde BE yöntemine göre en iyi alternatif, 57,52 BE skoruna sahip 2019 yılıdır. BE-β yönteminde ise en iyi alternatif 68,12 BE-β skoruna sahip 2014 yılıdır. BE yöntemine göre en düşük performansın gösterildiği alternatif 38,96 BE skoruna sahip 2010 yılıdır. Benzer şekilde BE-β yönteminde de en düşük performansın gösterildiği alternatif 30,72 BE-β skoruna sahip 2010 yılıdır. Özgünlük: ÇKKV problemlerinin çözümüne yönelik dinamik ve kolay uygulanabilir özgün bir endeks ortaya konulmuştur. Ayrıca endekslerle daha alt seviyelerde çıktı üretilebilmesinden dolayı daha zengin içgörü elde edilerek derinlemesine analiz yapılabilmektedir. Bu çalışmada 01.01.2020 ile 21.03.2021 tarihini içine alan yaklaşık 14 aylık süre içerisinde büyük veri kaynağı olan Google Trends'i kullanarak COVID-19 pandemisinin eğilimleri ve bu eğilimler ile COVID-19 vakaları arasındaki ilişki düzeylerinin analiz edilmesi amaçlanmıştır. Bu amaçla, öncelikle koronavirüs verileriyle ilişkili arama terimlerine göre oluşturulan Google Trends verilerine bağlı olarak pandeminin seyri hem Türkiye hem de Dünya bağlamında ortaya konulmuştur. Ardından ise günlük onaylanmış koronavirüs vakaları ile koronavirüs ilişkili arama terimleri kullanılarak üretilen Google Trends verileri karşılaştırmalı olarak hem Dünya hem de Türkiye özelinde incelenmiştir. Son olarak, Türkiye'de ve Dünyada Google Trend koronavirüs pandemisi ilişkili alt arama sorgularında öne çıkan arama terimleri ortaya konulmuştur. Türkiye ve Dünya vakalarından elde edilen bulgular, Google Trend Hit sayıları ile günlük onaylanmış vaka sayıları trendinin birbiriyle benzerlik göstermediğini ortaya koymuştur. Aynı zamanda Türkiye ve Dünya vakalarında Google Trend Hit sayılarının izlediği dalgalı seyrin aksine günlük onaylanmış vaka sayılarının doğrusal bir seyir izlediği gözlenmiştir. Google Trends üzerinden halk sağlığına yönelik arama faaliyeti verileri, COVID-19 pandemisi gibi halk sağlığı krizlerinde gerçek zamanlı, bilgilendirici ve maliyet etkili halk sağlığı politikaları oluşturulmasında ön bulgu olarak kullanılabilir. Bu tür bulgular aynı zamanda istatistiki verilerle ile karşılaştırılarak aralarındaki ilişki ortaya konulabilir.
The main purpose of the study is to predict the magnitude of the Covid-19 pandemic by using epidemiological wavelength models in Turkey and at international level. Therefore, firstly, the first 36 days of wavelengths based on the number of daily coronavirus cases in Turkey were calculated. In addition, 114 countries were compared in terms of Covid-19 wavelengths considering the cumulative number of the pandemic cases occured at the end of the first 36 days for evaluation on an equal plane. In the last part of the study, the wavelengths of 185 countries were examined comparatively based on the cumulative number of cases at the end of the time frame from the first epidemic case until 2020-04-16 (including that date). According to the findings of wavelength obtained in Turkey, it was observed that case wavelength on 2020-04-11, death and recovered case wavelength on 2020-04-16, and net wavelength on 2020-03-26 reached its peak. China was the country having the highest wavelength of case, death, and recovered case wavelengths in 114 countries at the end of the first 36 days since the first case occurred. In that country, wavelengths of case, death and recovered case were 33.6, 23.5 and 30.7, respectively. The first three countries with the highest net wavelength at the end of the first 36 days were Serbia (36.5), Netherlands (33.5) and Portugal (30.3), respectively. On the other hand, the country having the highest case and death wavelengths among 185 countries in the time interval from the first case until the date of 2020-04-16 (including that date) was the USA, and case and death wavelengths were 39.7 and 30.7, respectively. The country with the highest recovered case wavelength was China (33.3). The first 3 countries with the highest wavelengths are Canada (51.4), England (45.0) and Serbia (39.2), respectively.
The primary aim of the study is to introduce APLOCO method which is developed for the solution of multicriteria decision making problems both theoretically and practically. In this context, application subject of APLACO constitutes evaluation of investment potential of different cities in metropolitan status in Turkey. Manisa, Denizli, Izmir, Kocaeli, Bursa, Ankara, Adana, and Antalya, respectively. Although APLOCO is used to solve the ranking problem in order to show application process in the paper, it can be employed easily in the solution of classification and selection problems. On the other hand, the study also shows a rare example of the nested usage of APLOCO which is one of the methods of operation research as well as MLP used in determination of weights. The secondary purpose of the study is to identify the independent variables affecting the factories in the operating phase and to estimate the effect levels of independent variables on the dependent variable in the organized industrial zones (OIZs), whose mission is to reduce regional development disparities and to mobilize local production dynamics. For this purpose, the effect levels of independent variables on dependent variables have been determined using the multilayer perceptron (MLP) method, which has a wide use in artificial neural networks (ANNs). The effect levels derived from MLP have been then used as the weight levels of the decision criteria in APLOCO. The independent variables included in MLP are also used as the decision criteria in APLOCO.
