Frontier making in Ethiopia has historical roots from the formation of the modern Ethiopian state in the late-19th century through wars of conquest. The conquest, which was inspired by political and economic motivations of the highland Christian kingdom, used the notion of a “civilizing mission”—civilizing the “backward” and “underdeveloped” people, and “underutilized” spaces—through imposition of an imperial state system and Orthodox Christianity. The foundation and horizontal expansion of Addis Ababa or Finfinne by displacing Indigenous inhabitants was part of the state building project under successive regimes. Over the last century and a half, the city has continued its unchecked expansion in a process involving multilayered actors whose interests overlapped in terms of grabbing the land they considered “underutilized.” More specifically, the last three decades evince commoditization of farmlands, grazing areas, and cultural and sacred spaces through land lease, which eventually dissolve existing customary systems, values, and practices. This paper critically analyzes the dynamics of frontier making in or from Addis Ababa or Finfinne, the political economy behind such unchecked frontier expansion and how it activated the power of resistance in 2014. The paper concludes that frontier making in or from Addis Ababa through dispossession of Oromo farmers has been part of the broader political establishment in Ethiopia and should be viewed within the same lens.
Land policy is one of the issues that affects the lives of millions of people in Ethiopia. The main purpose of this chapter is to explore how the policy has become instrumental for state land commercialisation after the 1991 regime change when the guerrilla fighter group—the Ethiopian People’s Revolutionary Democratic Front (EPRDF)—took power by overthrowing the military dictatorial government. Based on the data gathered from various sources, the chapter argues that the government has implemented different land policies, all of which were used to strengthen state power over land ownership. This state land monopolisation assisted the government to commercialise land by developing state-sponsored institutions that have been catalysing the process of land transaction in favour of large-scale commercial farming. At the beginning of its coming to power, the EPRDF-led government promised to overhaul the land policy of the country with the objective to ensure fair access to land for the citizens. In the meantime, however, all the legal frameworks were directed towards the strengthening of state power over land. This state domination over land ownership brought about several unintended outcomes, such as corruption and unfair access to the land, which, in turn, resulted in mistrust between the state and society.
Background Appropriate behaviour change with regard to safe water contact practices will facilitate the elimination of schistosomiasis as a public health concern. Various approaches to effecting this change have been trialled in the field but with limited sustainable outcomes. Our case study assessed the effectiveness of a novel theatre-based behaviour change technique (BCT), in combination with cohort awareness raising and capacity training intervention workshops. Methodology Our study was carried out in four rural communities in the Mwanza region of Tanzania and in the semi-urban town of Kemise, Ethiopia. We adapted the Risk, Attitude, Norms, Ability and Self-regulation (RANAS) framework and four phases using a mixed methods approach. Participatory project phase engagement and qualitative formative data were used to guide the design of an acceptable, holistic intervention. Initial baseline (BL) data were collected using quantitative questionnaire surveys with 804 participants in Tanzania and 617 in Ethiopia, followed by the theatre-based BCT and capacity training intervention workshops. A post-intervention (PI) survey was carried out after 6 months, with a participant return rate of 65% in Tanzania and 60% in Ethiopia. Results The intervention achieved a significant improvement in the knowledge of schistosomiasis transmission being associated with poorly managed sanitation and risky water contact. Participants in Tanzania increased their uptake of preventive chemotherapy (males: BL, 56%; PI, 73%, females: BL, 43%; PI, 50%). There was a significant increase in the selection of sanitation (Tanzania: BL, 13%; PI, 21%, Ethiopia: BL, 63%; PI, 90%), safe water and avoiding/minimising contact with infested waters as prevention methods in Tanzania and Ethiopia. Some of the participants in Tanzania followed on from the study by building their own latrines. Conclusions This study showed that substantial positive behaviour changes in schistosomiasis control can be achieved using theatre-based BCT intervention and disease awareness training. With the appropriate sensitisation, education and stakeholder engagement approaches, community members were more open to minimising risk-associated contact with contaminated water sources and were mobilised to implement preventive measures.
