Purpose In the present-day context of a sharp decrease in economic and ecological resources, planned conservation and community empowerment are key strategies for sustainable heritage management, because of their cost effectiveness, increased preservation of authenticity and socially development. However, there are still very few practical implementations, so the purpose of this paper is to present applied research to real case studies, as well as to demonstrate that preventive-planned conservation is increasingly successful when linked with the empowerment of local communities and users. Design/methodology/approach This paper proposes a methodology that focuses on two complementary aspects: planned conservation (material component) – undertaken directly on buildings, through inspection, monitoring, maintenance and repair activities; community empowerment (intangible component) – afforded indirectly to users, through participatory strategies and training in prevention, maintenance and use. Findings Based on an estimation of costs, this paper suggests that preventive-planned conservation strategies (pre-damage) can be one-third cheaper than the reactive and interventionist approach (post-damage). Moreover, this study also develops innovative ICT tools for the planned conservation of the built heritage, namely a specifically designed computer software/App (“MPlan”) that can be used to compile maintenance plans. Originality/value The case studies are among the first applications of preventive-planned conservation strategies to the built heritage in Portugal. Different types of case studies are provided to better illustrate the methodological approach adopted and the results obtained. Special attention is given to the Romanesque Route, a cultural itinerary with 58 monuments (monasteries, churches, bridges, towers and a castle). illustrated manuals contribute to the empowerment of local communities and users.
Presently, no systematic policy for the preventive conservation of the built cultural heritage exists in SouthWest Europe. Current approaches for inspection, diagnosis, monitoring and reactive conservation are normally intermittent, unplanned, expensive and lack methodical strategy. The available financial resources are scarce and are mostly addressed to listed buildings. Besides, owners and stakeholders often reveal reluctance to invest in preventive conservation and maintenance programs. In view of these considerations, and driven by the principle "prevention is better than cure", the HeritageCare project has developed a system for the preventive conservation and maintenance of the built heritage. The main aim of this paper is to briefly describe the methodology, including its three levels of service, and present the main results of the implementation and validation of the service level 1 on a case study belonging to the Portuguese architectural heritage.

The Alcino Cardoso House (first phase: 1971–1973; second phase: 1988–1991), located in northern Portugal, was one of the first interventions in pre-existing buildings undertaken by the Pritzker Prize-winner architect Álvaro Siza (1933) to receive national and international acclaim. The design consisted of the conservation of vernacular farm buildings and their transformation into a holiday home and tourist accommodation. This intervention echoes the concerns of the critical revision of modern architecture in the Portuguese context (the so-called ‘third way’ as coined by Fernando Távora) marked by an innovative reinterpretation of tradition: modern principles such as spatial fluidity, curtain wall glass façade, architectural promenade are introduced while respecting the pre-existence landscape and character by integrating vernacular design principles and construction techniques. This early Álvaro Siza intervention in a rural context has become a reference case-study for the School of Porto architects and provides us with lessons on contemporary reuse of built heritage.
