Regional Office of the Ministry of Law and Human Rights DIY organizes a variety of public services using information technology, including correctional services, immigration services, general legal administration services, intellectual property services, communication services, data and information services, and others administrative services. All of these services cannot be separated from the role of information technology to provide services that are fast, cheap, effective and reliable to the public. This study was conducted to assess the quality Ministry of Law and Human Rights DIY e-Government service using e-GovQual dimensional framework as a best practice. This study include quantitative research involving a number of respondents for the survey. This research question based on the dimensions of e-Govqual and represent the attributes of each dimension of e-GovQual to assess the quality of Ministry of Law and Human Rights DIY e-Government service. The question must pass the validation test using Cronbach’s α. The processing of data using confirmatory factor analysis to obtain the main factors that affect each of the dimensions of e-GovQual. The Importance Performance Analysis (IPA) method helps e-Govqual to measure the level of importance and level of performance of each e-Govqual attribute by classifying it in the Cartesian quadrants, which can help ensure the quality of e-Government services according to the needs and expectations of citizens as service user. Values in IPA (concentrating here, continuing to work well, low priority, and possibly overdoing it) will be the value of quality e-Government services. The results of this study are expected to give priority as a recommendation for Information and Communication Technology to the development of e-Government services in order to improve service quality.

Kantor Wilayah Kementerian Hukum dan HAM DIY dalam pelaksanaan tugas pemerintahannya dibantu dengan Teknologi Informasi dalam bingkai e-government berdasarkan suatu tata kelola pemerintahan yang baik (Good Corporate Governance). Pengelolaan informasi merupakan salah satu aspek dalam Good Corporate Governance, termasuk kualitas dan keamanan pengelolaan informasi. Pemanfaatan teknologi informasi pada instansi pemerintah (e-Government) ibarat dua sisi mata uang. Pada satu sisi memberikan manfaat luar biasa bagi akselerasi tugas pemerintahan, namun pada sisi lain dapat menimbulkan potensi cybercrime. Kurangnya kesadaran akan laporan tindak kejahatan internet dan barang bukti digital, mengindikasikan kurangnya pemahaman masyarakat akan cybercrime dan barang bukti digital. Dengan kata lain ini menunjukkan rendahnya kesiapan dari berbagai instansi dalam mengantisipasi dan mendokumentasikan pada instansi pemerintah dalam menghadapi cybercrime atau yang sering disebut disebut dengan digital forensic readiness. Tujuan penelitian ini untuk mengetahui kesiapan Kantor Wilayah Kementerian Hukum dan Hak Asasi Manusia DIY dalam menghadapi cybercrime dan diharapkan dapat melakukan perbaikan dan pembenahan tepat sasaran. Penelitian ini diperoleh melalui data kuisioner pada Kantor Wilayah Kementerian Hukum dan Hak Asasi Manusia DIY yang kemudian di analisis dengan metode statistik. Hasil penelitian menunjukkan instansi pemerintah cukup siap menghadapi cybercrime dan diharapkan melakukan pembenahan dan perbaikan secara tepat sasaran agar dimasa mendatang sudah siap dalam menghadapi tindak kejahatan dunia maya untuk melindungi aset informasi.
Kantor Wilayah Kementerian Hukum dan HAM DIY merupakan instansi vertikal Kementerian Hukum dan HAM Republik Indonesia yang berkedudukan di provinsi yang melaksanakan tugas dan fungsi dalam hal layanan Hukum dan HAM, Kemigrasian, Pemasyarakatan dan Administrasi. Dalam pelaksanaannya dibantu dengan Teknologi Informasi dalam bingkai e-government berdasarkan suatu tata kelola pemerintahan yang baik (Good Corporate Governance). Pengelolaan informasi merupakan salah satu aspek dalam Good Corporate Governance, termasuk kualitas dan keamanan pengelolaan informasi. Penggunaan Indeks KAMI untuk mengukur tingkat kematangan dan kelengkapan dalam keamanan informasi dan diikuti dengan penerapan ISO 27001 sebagai standar keamanan internasional yang dapat membantu sebuah organisasi memastikan bahwa keamanan informasi yang diterapkan sudah efektif. Hasil dari penggunaan Indeks KAMI versi 4.1 di Kantor Wilayah Kementerian Hukum dan HAM DIY ini adalah tingkat ketergantungan penggunaan sistem elektronik sebesar 32 dari total skor 50 dan masuk kedalam kategori Tinggi dimana sistem elektronik adalah bagian yang tidak terpisahkan dari proses kerja yang berjalan. Hasil penilaian kelima area yang telah dilakukan adalah sebesar 314 dari 645 dan berada pada kategori pemenuhan kerangka kerja dasar. Rekomendasi dari penelitian ini dapat dijadikan sebagai bahan pertimbangan dan evaluasi bagi instansi dalam melakukan perbaikan yang berkaitan dengan mitigasi atau pencegahan kerentanan keamanan informasi, serta memastikan regulasi dapat dicapai dengan baik dan kebijakan keamanan institusi di masa yang akan datang.
