The selection of the Rafale was based on the defense relationship between Indonesia and France which had existed for a very long time, besides that, it was also based on the foreign policy adopted by Indonesia, namely the free and active policy shown by several defense equipments owned by Indonesia, not only from a certain country. In this case, it is hoped that Indonesia will not depend on the procurement of defense equipment from abroad and the implementation of Transfer of Technology, Local Content, and Offsets on Rafale fighter jets can run as expected, therefore a strategy is needed in accelerating defense acquisition, where there are three strategies, namely First is the reform of the defense acquisition system and procedures through a single executor directly under the Minister of Defence; The second is the integration of defense R&D institutions in the Ministry of Defense and all R&D forces into the R&D Agency and the Defense Technology Quality Assurance Agency; The third is improving the quality of the Defense Acquisition Agency's human resources through a transparent and accountable recruitment process. The contract agreement for the procurement of Dassault Rafale fighter aircraft should also carry out defense acquisitions by sending (human resources) (HR) to study and apprentice in the developer industry. In addition to HR offsets, an offset scheme for the production of aircraft components in Indonesia is also needed by the national defense industry.
Indonesia's decision in the procurement of the 4.5th generation Rafale fighter jets was agreed to replace the obsolete aircraft Hawk 109/209 and grounded F-5. The government's considerations in choosing the Rafale to strengthen the TNI and cooperation in the defense sector with France include: Advantages of the Rafale Fighter Jet, Long-Term Investment in Indonesian Alutsista, Development of Defense Industry Cooperation, Budget Efficiency, Aspects of Defense and Political Strategy, and Free Guarantee from CAATSA Sanctions. In this case, it is expected that Indonesia will not rely on the procurement of defense equipment from abroad, and the implementation of the Transfer of Technology, Local Content and Offsets on Rafale fighter jets can run as expected, therefore a strategy is needed in accelerating defense acquisition, where there are three strategies for technological development and the defense industry to improve significantly.
Indonesia's decision to procure 4.5 generation Rafale fighter jets has been approved to replace obsolete aircraft, namely the US-made F-16 and the Russian-made Su-27 and Su-30. The selection of Rafale was based on Indonesia's defense relationship with France which had existed for a very long time, besides that it was also based on the foreign policy adopted by Indonesia, namely the free and active policy shown from several defense equipment owned by Indonesia, not only from a particular country. This study aims to examine government policies in the plan to procure Dassault Rafale fighter aircraft for Indonesia. This study uses a descriptive qualitative approach through literature review from reputable national and international journals, ebooks, and online media by exploring or explaining more broadly the government policy issues in the plan to procure the Dassault Rafale fighter aircraft for Indonesia. The findings of this study indicate that Indonesia is still lagging behind Vietnam, Thailand, and Singapore in terms of the number of first-tier modern combat aircraft that are ready for combat. In addition, purchase of the Dassault Rafale aircraft must provide effectiveness to improve national defense and security by using a definitive combination of "high-low" that can be adopted from the USAF (United States Air Force), and also Indonesia must be realistic in responding to the regional balance of power (ASEAN) through the realization of the MEF towards IEF. One important factor that needs to be considered in the procurement agreement is the existence of a strong policy and commitment from the government that emphasizes the transfer of technology (ToT) by sending human resources to study and do internships in the development industry.
Dalam menghadapi jenis ancaman peperangan masa depan dengan tren teknologi Internet of Military Things (IoMT) dan Internet of Battlefield Things (IoBT) diperlukan pengadaan jenis alutsista yang sesuai meningkatkan keamanan nasional dibidang autonomus weapon jenis Unmanned Aerial Vehicle (UAV) yaitu loitering munition. Teknologi kunci dari loitering munition sendiri terdiri dari guidance, navigation, dan control system. Tiga teknologi ini yang membuat loitering munition bergerak secara otomatis dan sistem akuisisi target dibantu dengan teknologi Artificial Intelligent (AI). Agar manfaat program pengadaan loitering munition dapat dilaksanakan secara optimal oleh lembaga pemerintah Indonesia, perlu adanya strategi. Strategi optimalisasi pengadaan loitering munition yang dapat dilakukan melalui Forward Engineering, Reverse Engineering, kerja sama produksi/lisensi atau pengadaan dari luar negeri, sehingga nantinya mampu menciptakan kemandirian industri pertahanan dalam negeri. Berdasarkan analisa kelebihan dan kekurangan masing-masing strategi dan perhitungan skala prioritas menggunakan metode Simple Additive Weighting (SAW) maka dapat diambil keputusan berdasarkan skala prioritas dengan menempatkan strategi kerja sama produksi/lisensi sebagai prioritas utama dan dapat dijadikan strategi Indonesia dalam percepatan penguasaan teknologi loitering munition dan mampu menciptakan kemandirian industri pertahanan dalam negeri.
