The article discusses the semiotic discourse of the socio-political sphere of modern Russian society. The modern challenges of multimodality of the socio-political sphere of modern Russian society are analyzed, taking into account the interdisciplinarity of meaningful sign and symbolic constructions. The semiotic discourse of the socio-political sphere is a certain type of interdisciplinary analytical research of socio-political communication aimed at interpreting the process of creating semantic meaning as social and political practice. Multi- in the term “multimodality” implies the fact that there are a number of modes available for reproduction by all members of a social or political community. The semiotic approach to the socio-political sphere of Russian society is utilized to accomplish this study. Furthermore, Studies of the concept of discourse, as well as the specifics of the use of this concept and the development of discourse analysis as a method in the socio-political scientific field, are taken into account to achieve the purpose of the study.
The article is devoted to the problem of reorganizing agriculture on a socialist basis – collective farm construction, in particular, the activities of local party and Soviet bodies and the opposition of the population. The chronological framework of the study is the 1930s. This is a period of tough socialist pressure in the agrarian sphere, when the old traditional institutions for the life of the peasantry were being replaced by fundamentally new ones - collective and state farms. The relevance of the study is due to the need to study the historical experience of interaction between the state as an institutional authority and government on a regional scale, and civil society (local population) in modern conditions of modernization and transition to a market economy. The article is based on a large amount of factual material state archives and documentation centers of the modern history of the Rostov Region and Krasnodar Territory. The materials of these archives made it possible at the local level to investigate the contradictory nature of the process of collective farm development, which consisted both in the crimes of the local authorities and in the sabotage of the population, both collective and individual farmers. It is concluded, that by the end of the 1930s collective farms had become a natural and effective form of life in the countryside, which played a significant role in ensuring victory in the Great Patriotic War.
This article interprets the results of a mass sociological survey conducted among the population of municipalities of the Rostov region and the Republic of Adygea, in order to determine the social viability of the Institute of city management. Social competence is defined as the achievement of the main goals set for the Institute of city management, primarily, the involvement of professional managers to improve the indicators of socio-economic development of territories. Four aspects are defined as criteria for evaluation: confidence in the reform, goals of the reform, satisfaction with the reform, and expectation of the consequences of the reform. The authors came to the conclusion that a significant mass of the population does not trust the reform, sees in it other goals than the legislator declares, is not satisfied with the results, and fears the onset of negative consequences from its implementation. At the same time, there are other results from the introduction of city management, since there are stable groups of respondents who expressed a positive attitude to it, which is consistently shown in all aspects of the assessment, including the rejection of the significance of the institution of elected mayors.
