The most important factor in increasing the production efficiency of an enterprise is its provision with fixed assets in sufficient quantity and assortment, as well as its fullest possible use to achieve the development goals of an economic entity. The well-organized management of their use is the basis for improving the efficiency of the fixed assets of an enterprise. In modern realities, the successful activity of any organization depends on the ability to adapt to rapidly changing environmental factors, as evidenced, among other things, by the epidemiological situation in the world. Russia, like all countries, is in a state of digital transformation, increasingly introducing digital tools in the management of various processes. The use of digital technologies in various sectors of the economy is becoming an integral feature of modern reality. The article presents an analysis of the process of digitalization of business in Russia, including in the context of certain types of economic activity. The indicators of the development of the digitalization process are highlighted, which are ERP-, CRM-, SCM-systems. The existence of positive practices for the use of digital tools in the activities of various enterprises is noted. The leading types of economic activity in the Russian economy in terms of digitalization are identified. An algorithm for managing the fixed assets of an organization is presented. The key areas in the management of fixed assets of an organization are noted, where digital tools are the basis for its effective usethese are various elements of EAM (Enterprise Asset Management). The article also noted a large gap between the leading enterprises in the use of digital tools for managing fixed assets and the bulk of enterprises. The article presents an analysis of approaches to the content of the concept of sustainable development and methods for its assessment. The relevance of the research topic is justified by the trends of the spread of a green economy. These trends have been formed, among other things, taking into account the Sustainable Development Goals adopted by the United Nations (UN). Achieving these goals has been identified as a key idea of public administration in many countries. However, in practice, the shift towards a green economy has provoked the emergence of an energy crisis. Under the current conditions, it is important to understand the concept of sustainable development and create an adequate methodology for its assessment. The purpose of the presented study is to examine approaches to assessing sustainable development and testing the proposed methodology for its assessment on the example of a particular region for the period 2010-2019. The study substantiates the allocation of such elements of sustainable development as economic, social, and environmental sustainability; the factors and indicators that determine them have been analyzed. A brief description of the existing methods for assessing sustainable development is presented. The expediency of creating a methodology for assessing sustainable development, not overloaded with indicators, has been proved. Indicators for assessing seventeen basic blocks in the context of the UN Sustainable Development Goals have been formed and justified. The application of the method of standard deviations is proposed. The difference of this method is the use of the best indicators for the assessment period as base values. It appears that such an approach will make it possible to level the differences in the assessed socio-ecological systems. The results obtained have made it possible to identify problem areas in the sustainable development of the region under study, to visualize and characterize the directions of its development. The findings of the study can be used as an information base in the development of programs for the socio-economic development of the territory.
The article covers the connection between the sustainable development policy implementation and combating slowing the rate of climate warming in terms of the Russian regions' development. The purpose of the article is to determine the directions of the regional sustainable development policy in accordance with modern global challenges. Linear approaches to the "green" economy implementation have led to deep socio-economic crises in the EU countries. On the contrary, non-linear and systemic solutions make it possible to set many goals when developing programs for the Russian regions' development. The example of combating greenhouse gas emissions shows the connection between human development and the ecological footprint of economic activities. Sustainable development is understood as the ability of socio-ecological and economic systems to achieve high indicators of the population's life quality and the growth of the biological productivity of nature. The main indicators of such a policy can be described by the human development index, the ecological footprint associated with the amount of greenhouse gas emissions. The use of tools for the regions' socio-economic development aimed at organizing the use of resources that does not reduce the biological productivity of ecosystems makes it possible to adjust regional policy in terms of sustainable development. In this regard, the Sustainable Development Goals, as defined in the UN Convention of 2015, as well as under the Paris Agreement, which has also been ratified by Russia, are being achieved. National policy in these areas should cover three main levels: national, regional and enterprise level. If the "Strategy for the Socio-Economic Development of the Russian Federation with Low Greenhouse Gas Emissions until 2050" is identified at the national level, then the development strategies of the federation constituent entities should be revised, and management standards for enterprises in the field of sustainable development, parameters for greenhouse gas emissions and low-carbon technologies should be developed.
