Abstract. Globalization, urbanization, digitalization, climate change create new trends in improving of the competitiveness of the national economy by acting industrial system optimization in the format of the "Industry 4.0" concept, aimed at integrating of physical operations and related processes of production systems into a single information space. However, this can not be done outside the solution of the problem of increasing the competitiveness of cities -the concentration of production systems. Energy efficiency ensuring is the main feature of production system optimizing of the new generation "Industry 4.0". The aim of the research is to reveal the potential of a new paradigm for production systems optimizing based on the "Industry 4.0" concept in the regions of Russia. The article shows historical experience and features of production system optimization based on the concept of "Industry 4.0" in the regions of Russia; practical aspects of introduction of digital technologies in production systems on the basis of "smart city" concepts aimed at resource and energy saving; the rationale of the advantages of the original local automated system for energy efficiency managing at industrial enterprises which have a high potential for introducing and stimulating of energy saving effects in the optimization of production systems.
Abstract. Currently in the Russian Federation one of the most important strategic goals set by the President of the Russian Federation, is to reduce by 2020 energy intensity of domestic economy by 40%. On the way to achieving this goal, all organizations (institutions) of business, government, society and households should be energy efficient. The paper dwells upon the problem of rational use of energy by regional enterprises. It discusses the theoretical and methodological aspects of developing software that combines the functionality of a training program for beginners and that of universal assistant for energy audit and management practitioners. «sto: Energoauditor.1» has been tested by budget-funded companies and enterprises in Volgograd Oblast to prove the feasibility of using it for making energy audits or filling energy declarations.
In modern conditions of each region of Russia solves the problem of increasing con competitiveness and self-sufficiency. However, the solution to this problem without the Centre the instrumentation the primary function of the region - the creation of environments and human reproduction - socially and economically unjustified. Environment, this should be comfortable, high quality, and for all regions historically given conditions should be developed on the basis of relatively competitive interaction and cooperation, which is not performed. This explains the relevance of the research, in which the authors were based on the scientific work of Russian and foreign scientists: Ayvazyan S.A., Bezyazichny V.F., Gerasimov B.I., Gundarova I.A., Drobysheva V. V., Egorshina A.P., Kozlova M.I., Malikova K.S., Navrotskiy B.A., Neretina E.A., Salimova T.A., Albrecht G.L., Boyce C.J., Catalano T., Devlieger P., Hajiran H., Kendall E., Ortega F., Peri G., Wood A.M. Research subject - the factors that determine stay of comfort population in the region in various aspects, and object - the region (and the city as a structural unit of the region). Methodologically the research is based on the complex and systematic approach using comparative methods, retrospective, statistical, mathematical, logical analysis, modeling and forecasting. The purpose of copyright is to find theoretical and methodical substantiation of competitiveness of the region with the comfort of assessment items residing in it with scientists-including historical, socio-cultural, economic and environmental aspects. To achieve this goal the authors solved the problem: 1) revealed a problem of competitiveness of regions from the point of evaluating stay of comfort population in the region grounded and the trend in the functional role of temporal cities to ensure the region´s competitiveness; 2) defines competitiveness of the region from the standpoint of evaluating stay of comfort population in the region in it and a comparative analysis of the theoretical and methodological approaches to the identification and assessment of the level and quality of life, and stay of comfort population in the region; 3) developed and tested an original theoretical approach to the definition comfort of living in the region as an indicator of competitiveness, and the expediency of its use in the development of socio-economic development programs.
The concept of sustainable city development based on a balance of environmental, economic and socio-cultural factors in modern conditions is often replaced by the concept of city competitiveness as autonomous socio-economic systems. The imbalances in the city development and their inequality in terms of the comfort of population living are becoming ever more acute at the junction of the contradictions of these concepts. Comfortability of living in the city is the main competitive advantage of every city, thanks to which it has all the conditions for high-quality reproduction of the most important wealth-human resources, attraction and effective involvement of labor resources in the economic life of the city. It explains the relevance of the study, which proposed a theoretical and methodological justification of the city competitiveness in terms of assessment the comfort of living in it. This approach is original, has a high degree of reliability, the ability to verify the forecast of the competitiveness of a modern city. The results of testing prove the feasibility of its use in the development and scientific justification of strategies for sustainable development of the cities.
