Identification of the new research areas and development of the existing ones by methods of morphological analysis and synthesis Abstract. The paper presents methodical recommendations on solution of problems of scientific research in the development of scientific schools, because the choice of long-term research themes is rather complicated and time-consuming process. Also, the choice of research topics is iterative. Economists can determine the direction of development of scientific research using methods of forecasting. It is topical to use the variety of heuristic forecasting methods techniques of the morphological analysis which allow structuring unquantifiable elements and to synthesize the new ones on their basis. Thus, this method effectively combines quantitative and qualitative approaches to research. The purpose of the article is the presentation of technology and the methodological recommendations for the main stages of the using of method of morphological analysis and synthesis applied to scientific research. As an object under study, we examined 29 dissertation researches developed and defended by the teachers of Southwest State University in the last fifteen years (2001)(2002)(2003)(2004)(2005)(2006)(2007)(2008)(2009)(2010)(2011)(2012)(2013)(2014)(2015) devoted to the solution of problems in various object-subject areas within the scientific school, created at University. The paper proves carrying out the morphological analysis and synthesis of scientific researches on the basis of criteria of combinative and element novelty and quality criteria as well that allowed generating new directions of research and developing the existing ones.
Abstract. Economic efficiency assessment of innovative organizational project of solid household waste processing enterprise (SHW) is given. A distinctive feature of this project is new mining and chemical technology use of waste depolymerization. The proved feature is fuel-resource production in portion modules of tubular type. They are patented and approved under laboratory conditions. The main ways of SHW processing in the world including Russia are described. Advantages and disadvantages are revealed. Comparative analysis is carried out. Technology prioritization is a result of this analysis. During organization of such enterprise, it was proved that not only SHW processing is a result of its functioning. The other result is environmentally friendly production using secondary raw materials. These products can be sold and can have bring income. Main investment and current expenses necessary for the offered project implementation are defined. Thi s allows making economic assessment of innovative enterprise efficiency.
In modern conditions, the problem of waste processing is one of the most difficult and important. Traditionally in Russia, waste is processed by storing at landfills or burning. These methods are environmentally hazardous. The use of waste as raw materials is more promising. This requires new technological and economic developments. The purpose of the study is to form a new business model of ecologically balanced reproduction of fuel resources from waste, and the development of this business model both in technical, and in economic and organizational aspects. This business model will be an element of the development of a green economy. The basis of the research methodology was the concept of sustainable development. The study used methods of environmental, technological and economic analysis, data processing tools, organizational design, business modeling and forecasting. The main results of the research are the new business model of ecologically balanced reproduction of fuel resources from waste and the recommendations of its use at regional and municipal level. Economic and environmental effects were evaluated from the use of the proposed business model. The practical value of the results consists in the possibility of using them: by regional (municipal) authorities - when creating an enabling environment for the life of the population and organizing environmentally balanced waste processing; investors - when launching commercially effective projects of waste recycling.
Current economic development trends are based on a modernization concept. This concept provides a transition to an innovative path of economic development. The priority is to increase the strategic competitiveness necessary to ensure a technological breakthrough. These changes cause an institutional and technological transformation. The result is the formation of a transformational economy. Transformation processes caused by the transition of many countries to the post-industrial era (this era is based on fundamentally new information and communication, bio, nano and other technologies) affect the economy and are reflected in state economic policy. The article forms the conceptual foundations of the implementation of state economic policy in the era of technological and social transformation. The authors substantiated the basic principles of politics, taking into account the challenges of the 4th industrial revolution. The article provides a comparative analysis of Russia and individual countries of the world to achieve the goals of implementing state economic policy in the conditions of technological and social transformation. The purpose of the study is to justify the modern directions of the implementation of state economic policy of digital globalization.
