Resumo: O artigo analisa a dinâmica política do processo de criação da Comissão Nacional de Energia Nuclear (CNEN), encerrado em outubro de 1956, durante o governo de Juscelino Kubitschek de Oliveira. Argumenta que o presidente da República se submeteu aos interesses de militares, notadamente do Exército e da Marinha, ignorando o projeto de lei que tramitava no Congresso Nacional e que tinha a mesma finalidade. A estratégia contribuiu para por fim às divergências existentes entre o Conselho Nacional de Pesquisas (CNPq) e o Ministério das Relações Exteriores, para alijar os cientistas desse processo de decisão e, especialmente, para enfraquecer o debate sobre a política nuclear na sociedade brasileira.
