Social and labour relations in higher education institutions are in a state of transformation on institutional, legislative, rulemaking levels. To improve the quality of national personnel policy in respect of higher education institutions it is necessary to enhance the process of its realization on institutional level by expanding the spectrum of educational services with account of their quality, adapting new institutional form of social and labour relations -the effective contract in higher education institutions, developing social safety policy and providing fair salary for higher-education teaching personnel with due consideration of key performance indicators.
The article researches the issue of personnel loyalty /commitment as affecting organizational competitive potential. The author aims at creating a systematic approach to personnel loyalty management and drawing up a loyalty-type-specific plan of personnel loyalty development.
With long-term survival prospects making it any organization´s imperative to treat its personnel loyalty / commitment as a contributor to competitive advantage, research into the issue is gaining momentum. In terms of management, personnel loyalty / commitment is viewed as an effective driver of an organization´s efficiency, lending to HR stability, raising the organization´s competitive potential and improving performance. Thus, creating a personnel loyalty / commitment management system is an increasingly pressing matter.
The development of domestic tourism at the present stage is very relevant since it will contribute to the development of small and medium-sized businesses in tourism, employment, the formation of modern infrastructure, the preservation of a competitive environment in the market of tourist services, and the increase in the share of tourism in the economy. The purpose of this study is to substantiate the impact of international experience on the measures of regulation of domestic tourism in Russia. The article reveals the essence of domestic tourism, explains the excellent characteristics and advantages of domestic tourism. The process of organizing the functioning of domestic tourism has been investigated, considering international experience in regulation. It has been substantiated that the development of domestic tourism can be effective only if mechanisms of state regulation are introduced (tax regulation, stimulation of enterprises engaged in domestic tourism, priority for the state, promotion of the national tourism product in the service markets). The article analyzes the impact of the COVID-19 pandemic on the tourism industry, identifies problems and prospects for the development of domestic tourism during the pandemic. Based on the expert survey, the regulatory measures that have been taken by foreign countries to promote domestic tourism and their impact on the relevant regulation of the tourism industry in Russia have been determined. It is concluded that the measures of regulation and support of domestic Russian tourism largely overlap with similar measures taken by the governments of different countries.
In today's world young people become the object of close attention from various socio-political forces, since an unformed worldview and insufficient experience in social and political analysis represent the very field where one can try to nurture the most exotic interpretations of the reality surrounding us. This article attempts to show the specifics of youth activism in the age of globalization using the example of youth movements for human dignity. In our opinion, stimulating and supporting young people's civic engagement, whether spontaneous or organized into youth movements, has the greatest potential to successfully mobilize young people toward purposeful, conscious and active participation in society and the state. We are convinced that virtually all pro-social youth movements are in one way or other movements for human dignity.
