Elaborating the literature on innovation as the important indicator of industrial competitiveness, this paper suggests that innovation and human capital are related, key issues. In the context of the paper the relationship between human capital and innovation capacity in defense and aviation industry in Ankara which is a special sector among others in many respects is researched. The paper rest on data of field survey realized with SMEs of the sector in Ankara. The results of the study illustrate that defense and aviation industry shows different structure than other sectors in innovation capacity and innovation activities. On the other hand, the paper provides the clues of the positive relationship between innovation activities and human capital in defense and aviation industry.
There is an ongoing debate about the dynamics of technological catch-up of domestic firms in an increasingly globalized and uncertain world economy. Incentive mechanisms are one of the routes of these debates. Incentives which are related to the overall market conditions and the structure of competition, as well as government policies guide the allocation of resources and the effort to develop new knowledge. Governments often play an important role as providers of the information and technology sources, establishing or supporting science parks, clusters, coordinating the relationship between industry and university/research institutions, directing financial support to innovative enterprises, promoting exports etc. This paper explores the extent of incentive and support mechanisms which shape government policies and firm strategies in terms of industrial development through the case of defense and aviation industry in Ankara which has a leading role in the development of the sector. The defense and aviation industry is a special sector among others in many respects. The firms in the sector invest heavily in R&D and innovation. The industry is heavily regulated and protected, and public instruments such as R&D procurement and offset agreements are commonly used to support national interests and domestic firms. Through the last 20 years, Turkish defense and aviation industry has determined its direction as meeting its requirements more domestically, having an international regional market and begin to take its place in the global competition. Incentive and support mechanisms are important to ensure the development and sustainability of this uptrend and performance in the following phase. In this respect, this study will examine the related incentive mechanisms by various institutions and the exploitation level of firms. The relation between the incentive exploitation level of the firms and the firm characteristics such as, firm size, age, quality of the labor, innovative capacity and the firm performance such as increase in turnover, exports etc. through firm surveys conducted with defense and aviation companies in Ankara will be evaluated.
İleri teknolojili sektörlerden olan savunma ve havacılık sanayisi, ulusal düzeyde politika üretilen ve desteklenen bir sektördür. Türk savunma ve havacılık sanayisi politikası son dönemde ihtiyaçların yerli üretim ve tasarım ile karşılanması ve pazar alanını geliştirme çerçevesinde yön belirlemiştir. Bu makalenin amacı, Türk savunma ve havacılık sanayisinin küresel, ulusal ve yerel ölçekteki dinamiklerini Ankara örneği çerçevesinde ortaya koymaktır. Makalede savunma ve havacılık sanayisinin yapısal özellikleri ile dünyadaki gelişim süreci değerlendirildikten sonra sektörün Türkiye ve Ankara'daki tarihsel gelişim süreci ortaya konmaktadır. Savunma ve havacılık sanayisinin yerel dinamikleri, sektörde lider konumda olan Ankara'da, üretimin organizasyonunda iki farklı yapıyı temsil eden ana yüklenici ve alt yüklenici firmaların sektör içerisindeki yeri, ana yüklenici alt yüklenici firma ilişkileri ile sektörün üretim organizasyonunda yaşanan sorunlar çerçevesinde değerlendirilmektir. Sonuç olarak sektörün Türkiye'de ve Ankara'da sürdürülebilir gelişiminde alt yüklenici ve ana yüklenici firma ilişkileri ile üretim organizasyonuna ilişkin ele alınabilecek stratejiler ortaya konmaktadır.
Household housing mobility, which reflects social, economic, and spatial aspects of housing, is one of the most important determinants of housing demand. Household mobility is related to factors such as life course/life cycle, housing profile, and the preferences/satisfaction of an individual or household. The aim of this study is to examine factors affecting household mobility in the metropolitan of Ankara. Data acquired from a 534-unit household survey in neighborhoods of Ankara's metropolitan districts that were selected to represent the varied socioeconomic structure of the city were evaluated with descriptive statistics and factor analysis. According to the results of factor analysis, the economic structure of households, life course variables, housing profile, and location were the factors affecting household mobility in Ankara. Our results indicated that while rental housing stands out through the household mobility phases, the time span of living in a house decreases through mobility phases. Life course effects influence household mobility rather than life cycle effects and preferences/ satisfaction factors as mobility phases proceed.
