This article presents a study of how politically engaged young people use social media for political purposes. There has been a growing optimism that social media can stimulate political participation and deliberation, especially among young people. Based on focus group interviews with Norwegian teenagers, the article argues that social media have become an important platform for young people to participate in political activities. Whether the purpose is internal meetings or external mobilization, social media provide platforms for planning, reporting and communicating political activities. At the same time, politically engaged young people are hesitant about using social media for political deliberation. They are concerned about how they present themselves, and they are reluctant to stand out as highly political. One important explanation for this is that social media integrate different forms of communication and collapse social contexts. This causes teenagers to delimit controversies and try to keep political discussions to groups with more segregated audiences.
Purpose – The purpose of this paper is to explore how Twitter is used as a political backchannel and potential agenda setter during two televised political debates during the Norwegian election in 2011. The paper engages with current debates about the role of social media in audience participation and traditional media's changing role as gatekeepers and agenda setter. Design/methodology/approach – A combination of quantitative and qualitative methods. By introducing and using the IMSC multiple step analysis model on the Twitter datasets, the authors are able to analyse the flow of thousands of tweets and compare them with topics discussed in the televised debates. Findings – The paper finds that the same topics are discussed on Twitter as on TV, but “the debate about the debate” or Meta talk tweets reveal critical scrutiny of the agenda. The paper identifies a clear pattern of political fandom and media criticism in the “debate about the debate”, indicating that Meta talk in social media can function as a critical public sphere, also in real time, which has not been identified in existing studies of Twitter and political TV shows. Originality/value – The analysis is unique in the sense that the paper analyses a smaller, national Twitter population in deeper detail than what is common in larger Twitter studies related to political televised debates. The IMSC model can be used in future Twitter studies to uncover layers in the data material and structure the findings.

Over the last decade, questions regarding the implications of digitalization and convergence have dominated European media debates. One aspect of the debate has concerned regulation: to what degree would existing regulations have to be modified in order to accommodate digital production and distribution technologies? In this article we examine the arguments for regulatory change from the mid- and late 1990s and show that the actual changes have not been as far-reaching as predicted. We will argue that this reflects a general pattern in media development whereby the forces of stability and continuity are often underestimated and too much emphasis is placed on factors pointing towards change. The article draws on empirical evidence from the European Union, Britain and the Scandinavian countries Norway and Sweden.
