A partir de datos originales producidos gracias a un cuestionario virtual, se analizan las consecuencias de dos medidas tomadas por las autoridades peruanas en el contexto de la crisis sanitaria de COVID-19. Primero, cuestionamos el impacto económico de la inmovilización social (cuarentena) en los hogares de Lima Metropolitana. Nuestro enfoque, comparativo por clase socioeconómica, revela que los hogares más pobres son los más vulnerables debido a que perdieron sus trabajos en mayor número, lo que resultó en una disminución muy significativa de sus ingresos. Luego, cuestionamos la medida “pico y placa por género” a la luz de los cambios que identificamos en los hábitos de abastecimiento de alimentos, antes y después de la cuarentena. Con la cuarentena, los hogares redujeron el número de veces en que hacían compras y, pese a la disminución de brechas de género, estas tareas aún reposan largamente en las mujeres, independientemente de su clase socioeconómica.
Los esfuerzos que despliega la ciudad de Barcelona para enfrentar la emergencia habitacional parecen condicionados por tres elementos que estructuran la política de vivienda: a) la difícil traducción política del carácter social y económico de la vivienda, b) el privilegio concedido por las políticas nacionales a los agentes inmobiliarios-financieros, lo que motiva la precarización de los inquilinos y c) el insuficiente parque público de viviendas, que se traduce en una demanda ciudadana que sobrepasa la capacidad de gestión municipal. Poniendo énfasis en la vivienda bajo régimen de alquiler, nuestro trabajo se propone comprender y explicar cómo regula el Ayuntamiento de Barcelona la política de vivienda y qué posibilidades existen para el despliegue de políticas urbanas alternativas.
Introdução: Estudamos duas ruas, a Jirón Cusco (na cidade de Lima, Peru) e a El Sol, (cidade de Cuzco, Peru). Objetivo: Nosso objetivo foi analisar as transformações espaço-temporais, especialmente no uso. Fizemos leitura bibliográfica, de fontes documentais, trabalho de campo (reconhecimento e levantamento fotográfico) e elaboração de mapas. Resultados: Jirón Cusco foi uma rua residencial e comercial, ocupada pelos migrantes chineses no século XIX e integrou a parte pericentral do centro histórico de Lima no século XX, com comércio intenso, várias edificações foram degradadas e gestaram-se conflitos de diversos por sua apropriação. Hoje, predomina o uso comercial, especialmente o informal. El Sol foi uma via, no século XIX, que possuía um rio em seu transcurso, com casas de uso residencial, passando a ser uma artéria moderna no início do século XX. Atualmente é a principal via do centro histórico de Cuzco, com uso financeiro, comercial e turístico. Conclusão: O caráter diverso destas ruas manifesta-se nos usos diferenciados, ora sendo lugares de passagem, ora residencial, comercial, de visita turística, reuniões, encontros e trabalho.
