Innovative, high-technology industries are commonly described as drivers of regional development. 'Tech' workers earn high wages, but they are also said to generate knock-on effects throughout the local economies that host them, spurring growth in jobs and wages in nontradable activities. At the same time, in iconic high-tech agglomerations like the San Francisco Bay Area, the home of Silicon Valley, the success of the tech industry creates tensions, in part as living costs rise beyond the reach of many non-tech workers. Across a large sample of U.S. cities, this paper explores these issues systematically. Combining annual data on wages, employment and prices from the Quarterly Census of Employment and Wages, the Department of Housing and Urban Development and the Consumer Price Index, it estimates how growth in tradable tech employment affects the real, living-cost deflated wages of local workers in nontradable sectors. Results indicate that high-technology employment has significant, positive, but modest effects on the real wages of workers in nontradable sectors. These effects appear to be spread consistently across different kinds of nontradable activities. In terms of substantive wider impacts, tech appears benign, though fairly ineffectual.

There has been a recent surge in papers estimating local multiplier effects. However, existing studies rely on arbitrary periods of observation, limit samples to more populous regions, and commonly use relatively aggregated industrial categories. When we address these and other methodological issues, we find that, in the United States, each new traded sector job adds half a nontraded job to a local economy, and that the addition of each high-tech job adds less than one job to the local nontraded sector. Furthermore, we find that the multiplier effect of the manufacturing sector is no higher than the multiplier effect of the average traded sector. We provide robust evidence that higher-paying traded sectors yield more nontraded jobs than lower paying sectors, and that multiplier effects are higher in larger cities. Furthermore, we generate IV estimates that remedy weak instrument problems in the existing multipliers literature. These findings offer needed clarity on the likely employment impacts of incentive policies aimed at attracting industries in the traded sector of the economy.
Chronic traffic congestion is widely assumed to negatively affect regional economic performance, but this assumption has been only lightly tested. We examine the traffic congestion–economic performance link using data for the San Francisco Bay Area and find that the effect of traffic on the regional economy may be both less significant and more nuanced than is widely assumed. Our analysis examines how traffic congestion affects the location of new business establishments in six industries: advertising, biotechnology, computer systems design, information technology manufacturing, securities, and, as a control, groceries & supermarkets. New business establishments are a key driver of economic performance because they account for the majority of job creation in the USA. We find little evidence that traffic levels affect the location of new establishments in the Bay Area, and when we do observe an effect it is a positive one; that is, after controlling for a wide array of factors known to influence firm location, new firms are often more likely to start up in already congested areas. This does not mean that traffic congestion attracts new firms, but instead that the access advantages new firms accrue from clustering near same-industry firms strongly outweigh the added impedance of traffic congestion in these built-up areas of agglomeration.
