This study analyzed the issue and limit of artists's Welfare Law. The issue is about artists' labor, their status, and the process for buying social insurance. In this study, we used the literature method the existing data collection clean up, analysis, and evaluating. The solution plan for the vitalization of the guarantee of social insurance for stage actors is as follows. First, based on social insurance law, is to grant an exceptional status to stage artists. The purpose of this study is to examine recent trends in the welfare field of Public Administration. Research trends in the welfare field of Public Administration show that welfare-related research has rapidly and quantitatively expanded since 2000 and there were many studies using theories. In addition, it has been discovered that there have been many welfare-related and government centered studies that used empirical (statistical) analysis. On the other hand, the centrality of research keywords was analyzed by using language network methodology.『welfare』was set as the central axis and『Policy』,『deciding factor』,『ideolog y』were set as a small central axis. The research keywords , such as 『OECD』, 『elderly』, 『local government』,『service』,『nation』,『regions』,『administration』,『satisfaction』, 『women』, 『market』,『budget』were influencing.
