Afetler tarih boyunca çok sayıda insanın hayatını kaybetmesine neden olmuş ve büyük ekonomik zararların meydana gelmesine yol açmıştır. Bu durum günümüzde de devam etmektedir. Afetlere karşı korunmanın yollarını arayan insanlık, çeşitli tedbirler ve müdahale yöntemleri ile afetlerin ortaya çıkardığı zararları azaltmaya çalışmaktadır. Tarihsel perspektifte meydana gelen afetlerde yaşanan tecrübeler afet yönetimi kavramını ortaya çıkarmıştır. Afet yönetimi, afet öncesi ve sonrası yapılan faaliyetlerin etkin ve koordineli olarak yürütülmesi süreci olarak tanımlanabilmektedir. Yürütülen bu faaliyetlerde gerek afet öncesi gerekse afet sonrası birbirinden bağımsız birçok birim görev yapmaktadır. Bu birimler arasında koordinasyon kurulması, ancak etkin bir iletişim sisteminin kurulması ile mümkün hale gelmektedir. Teknolojinin gelişmesi ile birlikte iletişim; radyo, televizyon, gazete gibi klasik medya araçlarından, taşınabilir cihazlarda kullanılabilen ve yeni medya başlığı altında incelenen sosyal medyaya doğru evrilmiştir. Günümüzde sosyal medya, kullanıcı sayısı ve süresi bağlamlarında bireylerin günlük yaşantılarının önemli bir parçası haline gelmiştir. Bu nedenle afet yönetim sürecinde sosyal medyanın kullanılmasının önemli avantajlar ortaya çıkaracağı değerlendirilmektedir. Yakın dönemde meydana gelen afetlerde iletişim sisteminin devre dışı kaldığı göz önüne alındığında özellikle afet sonrası müdahale aşamasında sosyal medyanın etkin bir araç olarak kullanılabileceği ifade edilmektedir. Sosyal medya aracılığıyla afet yönetiminde görevli birimler ile afetzedeler arasında kolay, hızlı ve etkili bir iletişim kurulabilmektedir.
