Институт востоковедения РАН Российский государственный гуманитарный университет В предлагаемой статье акцентируется внимание на изменении подхода регио-нальной организации Совет сотрудничества арабских государств Залива (ССАГЗ) к роли России в регионе Ближнего Востока и попытке её членов наладить с ней пло-дотворное сотрудничество. Новый подход последовал за событиями «арабской весны», среди итогов которой -осложнение региональной ситуации и возник-новение ряда кризисов, заставивших членов ССАГЗ расширять число союзников среди ведущих мировых держав. Активное участие России в разрешении кризис-ных ситуаций на Ближнем Востоке, прежде всего, в Сирии, повлияло на изменение политики ССАГЗ в отношении России, осознавшего её возросшую заинтересован-ность в установлении прочных связей со странами этого региона. В статье проводится сравнение между отношениями, России с государствами ССАГЗ в советский период и в начальный период существования Российской Фе-дерации, и теми, которые стали развиваться после 2011 г. в условиях усиления нестабильности в регионе Ближнего Востока. Новый этап в двусторонних отно-шениях был вызван совпадением их интересов в борьбе с возросшей террористи-ческой угрозой. Стороны также были заинтересованы в проведении политических консультаций по разрешению региональных кризисных ситуаций. Совпадение точек зрения между Россией и ССАГЗ по ближневосточному урегу-лированию всегда было надёжной основой для налаживания взаимопонимания между сторонами. В то же время противоречия, возникшие между ними по во-просу о путях выхода из сирийского кризиса, привели к охлаждению в их взаи-моотношениях. Однако степень взаимной заинтересованности в возобновлении контактов станет стимулом для их активизации в будущем. Авторы пришли к выводу, что место России во внешнеполитических приоритетах ССАГЗ будет возрастать. Взаимная заинтересованность сторон в политическом взаимодействии подкрепляется необходимостью координировать политику на рынке энергоресурсов, крупнейшими поставщиками которых являются как Рос-УДК 327 Поступила в редакцию 14.05.2017 г. Soviet policy in the Middle Eastern conflict and, in particular, in the Arab-Israeli wars of 1967– 1973 present a topic that has been comprehensively studied in foreign, and, above all, in Israeli historiography. Although Israeli specialists, as a rule, approach the study of this complex phenomenon on the basis of the accepted academic methodology and analysis of rather contradictory sources, the monographs discussed in this article present the reader with a very one-sided and biased interpretation of the role of the Soviet state in this historical period. They refute the traditional version that Moscow was interested in maintaining a controlled crisis, but not in its transition to a military phase, and tried to restrain the Arabs. Instead, Israeli authors I. Ginor and G. Remez set out to prove that it was the USSR, in secret conspiracy with the leaders of Egypt and Syria, that prepared attacks on Israel in 1967, oriented the Arabs exclusively towards a military solution to the conflict after the “Six-Day War” and prepared plans for a joint attack on Israeli positions in 1973. Soviet policy in the Middle East at that period was neither a model of “peacefulness and brotherly assistance”, as Soviet propaganda presented it, or a modern version of a “crusade” against the Holy Land, as Israeli authors portray it in the works under consideration. The complex interweaving of global and regional interests, ideological indoctrination, and internal political struggle for power were the main factors that influenced the process of political decision-making. Having excluded many of these factors from their research and rather subjectively approaching the selection of sources, I. Ginor and G. Remez presented a rather distorted and not credible version of events.
In the article, different reasons for the long-lasting war against international terrorism under the Islamist banner are analysed. Notwithstanding the "Al-Qaeda's" weakening, since autumn 2001, many new groups have sprung up threatening the international security. Till now, the war has been waged only against terrorists, but no serious attention has been paid to neutralization of radical Islamism as an ideology causing terrorism. In connection with the military actions in Iraq and Afghanistan, anti-western feelings have been growing up breeding radical Islamism. It is emphasized in the article that the antiterrorist coalition in its present state is unable to fulfill its mission. It can become really efficient only if Muslim régimes would increase their input into the common struggle. Standing on the ground of traditional Islam they could easier curb Islamism and thus cut the roots of terrorism.
