The article studies specific features of economic integration processes in the context of regional market space clustering. Methodological principles of today’s cluster systems are shown and their signs are identified with signs of heterogeneous network associations. The concept of cluster development is investigated in view of the theory of economic complexity in three analytical sections: production agglomerations, innovation ecosystems and cluster initiatives. Transaction nature of innovation character of cluster systems was revealed. The dependence was grounded of innovative cluster opportunities on synergy effects arising as a result of collaboration of participants’ interaction on principles of triple spiral (business, state, science and education field). The author found the objective necessity of raising the level of developing the network interaction in order to avoid the formal approach to cluster functioning. The author puts forward the model of economic clusterization in conditions of innovation economy. The regional economic system is structured with regard to cluster presence, functioning of the network mechanism of coordination activity and symbiosis of hierarchical and market system components. Key types of state cluster policy and important trends in cluster support, which includes cluster initiatives, cluster technologies and cluster consulting in priority of strategic management at the regional level. A conclusion was made that clusters were assigned a part of system-forming elements of sustainable development in regional market space.
This article is dedicated to the study of production localization problem which became especially topical in conditions of new challenges characterized by the unprecedented strengthening of sanctions regime towards Russian economy and predetermining the necessity to create national manufacturing chains of full cycle, reconfiguration of the sectoral policies, transformation of business models in context of strategic goals of the import substitution. The purpose of the article is to generalize and evaluate international experience of localization of production, as well as to analyze the state of this process in the branches of the Russian manufacturing sector, which since 2014 has been under the action of the blocking and sectoral sanctions of the collective West. In the research process, a complex of general scientific methods was used, including: analytical, logical, monographic, interpretation, synthesis, as well as a method of graphical visualization. Methodological base of the study includes the set of classical and neo-classical concepts of the spatial organization of the economy, theory of innovative growth and cluster development. Fragmentary overview of production localization international experience is given. We have carried out analysis of mechanisms of the state industrial policy, contributing to the problems solution of the localization and import substitution, taking into account strategic priorities of Russia. Its sectorial features in automotive industry, power engineering industry and aircraft building were stated. We have made a conclusion about the necessity of forming of effective localization strategy, overcoming of declarative character of import substitution in the key spheres of real sector of Russian economy which will help to solve the problems of national security provision and technological independence. Practical significance of the results of the study consists in the possibility of its use in the sphere of program and project management and development of strategies of national and regional levels development.
The paper is dedicated to the study of the features of cluster development in Russia. The methodological base of the study includes a set of concepts and theories of special organization of the economy, cluster development concept, theories of network economy and open innovations. We have proved that economy clusterization is a mechanism of efficient productional, science and technological and innovative cooperation of real economy sector enterprises in conditions of strategical tasks of its competitiveness increase. Modernization is considered as a set of measures aimed at improving the production and economic activities of enterprises participating in integrated corporate structures in order to ensure sustainable economic efficiency. Moreover, the paper identifies the factors preventing the sustainable development of domestic machine-building industry. A number of problems facing machine-building enterprises during the crisis period can be successfully overcome by them within the frame of integrated corporate structures which are entrusted with a leading role in the development and modernization of the machine-building complex. Among other things, the formation of such structures is aimed at the innovative development and creation of various types of knowledge-intensive industries with greater value added. The paper presents the mechanism for managing the modernization of enterprises within the frame of integrated corporate structures. Priority areas of investments in the implementation of modernization projects are proposed to be determined not only on the basis of the expected economic effect, but also taking into account the potential of the entities under modernization. The approach proposed by the author for managing the modernization of the enterprise within the frame of integrated corporate structures can be used both at the enterprises of the machine-building industry and the industrial complex as a whole in the context of improving the efficiency of the management system. The practical implementation of modernization measures will enhance the competitiveness of enterprises, increase their investment attractiveness and switch them to a higher level of economic sustainability with a focus on achieving the maximum impact in all spheres of activity.
