Two handbooks have been developed in conjunction with a wide range of stakeholders that provide assistance in the management of contaminated food production systems and inhabited areas following a radiological incident. Emergency centres in Member States not involved in the development of these handbooks were invited to take part in demonstration activities to establish whether the handbooks would be useful for the purposes of contingency planning and accident management. Some eight centres took part. Emergency exercises or similar events based on scenarios involving contamination of the foodchain and inhabited areas were used. Feedback from all of the demonstrations was positive with constructive criticism given on how to improve the navigation, structure and format of the handbooks. All of the key improvements highlighted during the demonstrations were taken into account and included in version 2 of the handbooks. Two additional demonstrations took place in Denmark and Slovakia to investigate the appropriateness and applicability of a stakeholder participatory process when applying the handbooks. These stakeholders expressed their willingness to discuss the issues at stake from contamination of food production systems and inhabited areas and gave a clear commitment to continue the process.
Three handbooks have been developed, in conjunction with a wide range of stakeholders to assist in the management of contaminated food production systems, inhabited areas and drinking water following a radiological incident. The handbooks are aimed at national and local authorities, central government departments and agencies, emergency services, radiation protection experts, the agriculture and food production sectors, industry and others who may be affected. The handbooks include management options for application in the different phases of an incident. Sources of contamination considered in the handbooks include nuclear accidents and radiological dispersion devices; the most relevant radionuclides are included. The handbooks are divided into several sections which provide supporting scientific and technical information; an analysis of the factors influencing recovery; compendia of comprehensive, state-of-the-art datasheets for around 100 management options and guidance on planning in advance. A decision-aiding framework comprising colour coded selection tables, look-up tables and decision trees and several worked examples are also included. The handbooks can be used as a preparatory tool, under non-crisis conditions, to engage stakeholders and to develop local and regional plans. The handbooks can also be applied as part of the decision-aiding process to develop a recovery strategy following an incident. In addition, the handbooks are useful for training purposes and during emergency exercises. To realise their full potential, the handbooks should be customised at national, regional and local levels.
Reflecting a change in funding strategies for European research projects, and a commitment to the idea of responsible research and innovation in radiological protection (RP), a collective of research institutes and universities have developed a prospective Strategic Research Agenda (SRA) for Social Sciences and Humanities (SSH) in radiological protection. This is the first time such a research agenda has been proposed. This paper identifies six research lines of interest and concern: (1) Effects of social, psychological and economic aspects on RP behaviour; (2) Holistic approaches to the governance of radiological risks; (3) Responsible research and innovation in RP; (4) Stakeholder engagement and participatory processes in RP research, development, policy and practice; (5) Risk communication; and (6) RP cultures. These topics were developed through broad stakeholder consultation, in conjunction with activities carried out in the framework of various projects and initiatives (EU H2020 CONCERT programme, the EU FP7 projects OPERRA, PREPARE and EAGLE, the 2015–2018 RICOMET series of conferences, and the 2014 and 2016 International Symposia on Ethics of Environmental Health); as well as through dialogues with members of the European radiation protection research communities. The six research lines open opportunities to integrate a range of key social and ethical considerations into RP, thereby expanding research opportunities and programmes and fostering collaborative approaches to research and innovation.
This paper reports on the research of mental models of uncertainties management in an emergency situation which was carried out in the framework of the European CONFIDENCE (COping with uNcertainties For Improved modelling and DEcision making in Nuclear emergenCiEs) Project. The methodology included the mapping of mental models among several emergency preparedness and response experts and then performing interviews based on structured protocol with lay people in five countries: Germany, Greece, Slovak Republic, Slovenia and Spain. The aim of these investigations was to trace the concepts and understandings of emergency preparedness and response and to identify possible gaps between experts and lay people. The article presents the main results of this research and suggestions for the improvement of EP & R planning.
The CONFIDENCE dissemination workshop “Coping with uncertainties for improved modelling and decision making in nuclear emergencies” was held in December 2–5, 2019 (Bratislava, Slovak Republic). About 90 scientists and decision makers attended the workshop. The dissemination workshop allowed the presentation of the CONFIDENCE project results, demonstration of the applicability of the developed methods and tools in interactive discussion sessions and the collection of feedback from the participants. The results were disseminated not only in the form of presentations and posters but also through interactive workshops where all participants were involved in round table working groups. A fictive accidental release scenario taking place at a nuclear power plant was developed and used by each work package in the workshop to provide the basis for interactive sessions and discussions.
