Village roles have changed significantly in Central Europe over the last century and a half. In our article, we mainly deal with the conditions in Hungary. Based on the relevant literature, we follow the changing role, problems and presence of Hungarian villages. Our research focuses on evaluating village development strategies; thus, an essential part of the article is the presentation of the European and Hungarian village renewal movement, as the 50 settlements examined are also part of the settlements launched at the Hungarian Village Renewal Award competition. In this research, the 50 settlements were divided into three groups according to their role in the settlement network. The settlement group analysed their development priorities by summarizing the Hungarian Village Renewal Award applications. As a result, it was found that the development directions of the villages belonging to the individual settlement groups can be well separated from each other. The choice of the settlement development strategy is greatly influenced by the distance from the central settlements and the settlement network situation. We compared our results with the analysis of the strategies of some foreign villages (located in the former socialist bloc) and then examined the Hungarian village surveys of the last century and a half, focusing on land use changes and their role in development. As a result of the analysis, it became clear that the importance of land use in the life of villages in the initial period decreased spectacularly over time and was replaced by employment and the role of the settlement network. The main result of our research is that we have proven that the strategic priorities of village development can be grouped based on the position of the villages in the settlement network, and the priorities are mainly determined by the size of the central settlement and the distance from it.
A Virágos Magyarország mozgalom hazánkban növekvő népszerűséggel bír. Az évente megrendezett versenynek egyre nagyobb a presztízse, a jelentkezők száma évről évre nő. A környezet szépítése mellett legtöbb esetben a turisztikai attrakciók bővítését jelenti a mozgalom a résztvevő települések számára. A pályázók rendszerint komplex környezetmegőrzési és turisztikai programot állítanak össze, melytől a település vonzerejének növekedését várják. Összességében tehát falu- és vidékfejlesztési eszközként tekintenek a Virágos Magyarország mozgalomra. Cikkünkben a falusi települések által benyújtott pályázatokat elemeztük, vizsgálva, hogy az egyes falvak településhálózatban betöltött szerepe mennyiben határozza meg a zöldinfrastruktúra fejlesztésének főbb programpontjait és irányait, illetve mik az összefüggések a hálózati szerepkör és a falvak fejlesztési stratégiája között.
Az elmúlt évszázadban hazánkban a társadalmi-gazdasági változások következtében a településhálózat jelentősen átalakult, ezért a falvak hagyományos szerepköre is megváltozott.A falu a korabeli értelmezések szerint a hagyományos paraszti társadalom és ezzel együtt a mezőgazdasági termelés színtere volt, azonban az évtizedek során ez fokozatosan átalakult, helyén egy új, funkcióiban sokszínűbb, megjelenési formájában különböző településforma jött létre. A „falu = mezőgazdasági település” képlet már a rendszerváltást megelőzően érvénytelenné vált,2, 3 ám a rendszerváltást követően a folyamat tovább erősödött. Magyarázatul szolgálhat erre a mezőgazdaságban foglalkoztatottak arányának drasztikus csökkenése is: míg 1900-ban az összes foglalkoztatott háromötöde (61%), 1990-ben már kevesebb mint ötöde, 2001-ben pedig mindössze 6%-a dolgozott a szektorban.A szocializmusban a gazdaság legfontosabb ágazata az ipar volt, foglalkoztatását tekintve 1970-ben a faluállomány 10-15%-a ipari, harmada pedig vegyes jellegű település volt. A falvak átalakulását jelentősen befolyásolták a település- és társadalompolitika hatásai is: a szocialista gazdaság kiépítése (kollektivizálás, iparosítás) egyes térségeket helyzeti előnybe hozott, s a településhálózat-tervezés elvei szerint az ellátottságbeli különbségek is nőttek, így a hátrányosabb helyzetű térségek az elégtelen műszaki infrastruktúra-hálózat és a lakásállomány rossz állapota miatt egyre jobban leszakadtak.Az 1990. évi önkormányzati törvény felértékelte a helyi önkormányzatiságot, a községek „megszabadultak” a területi szint alárendeltségétől, az önkormányzatiság elve a demokratikus berendezkedés fundamentumának tekintette az önkormányzás lehetőségét. Ezzel együtt a településhálózat fejődésének keretei gyökeresen megváltoztak. Háromezer fölé emelkedett a helyi önkormányzatok száma, és a piacgazdaság kiépülésével a települések versenye is felerősödött. Hirtelen nagyszámú település került a települések szabad verseny jellemezte "piacára", amelyen egymáshoz viszonyított pozíciójukat földrajzi helyzetük, adottságaik és az azokat kihasználó helyi politikájuk határozta meg.A falvak fejlődése, fennmaradása napjainkban különös aktualitással bír. 2018-ban Magyarország kormánya célul tűzte ki a kistelepülések népességmegtartó és népességnövelő erejének, valamint a fiatalok helyben maradásának elősegítését, továbbá az elvándorlás visszaszorítását. A kormány hosszú távú tervei között szerepel, hogy a falvak ismét vonzóvá váljanak a fiatalok, a családok és a letelepedni vágyók körében, ennek érdekében 2018-ban meghirdette a Magyar Falu Programot, s 2019-től kezdődően 2021-ben már harmadik éve írja ki az ehhez kapcsolódó pályázatokat.Kutatásunk a falvak fejlesztését, fennmaradását vizsgálja, cikkünkben most arra a kérdésre keressük a választ, hogy a falvak az elmúlt évszázad(ok)ban mely belső erőforrásokra alapozták fejlődésüket, illetve, hogy mely helyi és helyzeti energiák8 határozták meg a falvak fejlődését, s azok miként változtak.Bár jelen elemzésünk a falvak erőforrásainak változását tűzte ki célul, nem mehetünk el amellett a tény mellett, hogy az aktuális területpolitika is befolyásolta a falvak fejlődési lehetőségeit. A szocializmusban a településpolitika ideológiai, gazdaságfejlesztési és struktúrapolitikai kérdéssé vált, egyes vélemények szerint az 1971-es Országos településhálózat-fejlesztési koncepció nem településhálózat-, hanem városfejlesztési koncepció volt, mely a falvak többségét funkció nélküli – azaz nem fejlesztendő – kategóriába sorolta, ellehetetlenítve ezzel fejlődésüket. Ezzel szemben a 2005-ös OTK országos céllá tette a vidék térségi alapú fejlesztését, elsősorban gazdasági diverzifikáció révén (ne legyen kizárólag agrár alapú), míg a 2014-es OFTK a helyi gazdaságfejlesztés és a kistelepülések népesség megtartó képességének célzásával egyfajta területpolitikai ösztönzést adott a falvaknak – ami azonban a gazdasági és urbanizációs átalakulási folyamatokat csak mérsékelten tudja ellensúlyozni.
