Based on the analysis of the works of national and international scientists and professionals available in the bibliography, the article aimed to reveal a conceptual vision of the application of innovative approaches to the training of public servants in a decentralized environment. Emphasis is placed on solving the urgent problem of public administration that is expressed in the professional capacity of those who form and implement public policies to solve socially significant problems under indeterminate conditions during the implementation of the decentralization reform in Ukraine. Methodologically, the text document analysis technique was used. The authors propose a professional training program for public servants, including community leaders, which is a synthesis of methodological techniques, as well as modern personnel technologies, such as: change management, design thinking, gender approach, human resource management , HR management, time management, etc. By way of conclusion, the convenience of using innovative approaches that meet the needs of each consumer of public services and can ensure effective and competitive development of the territories is verified. Furthermore, the article reveals the conceptual provisions that should form the basis of a new model of public service.
The deployment of the New Computerized Transit System (NCTS) in the customs field of Ukraine is considered in the paper. There is emphasized on a significance of implementation of the Convention on Common Transit Procedure in our state to develop national transit potential and to counteract to customs fraud attempts effective during the movement of goods through the Customs Border of Ukraine. The application risk-oriented approach to forming the Management Risk Plan for implementing NCTS in Ukraine is researched. Structural components of the Plan are considered: «Risk Area», «Stage of risk», «Description of risk», «Consequences of risk», «Risk effect», «Risk probability», «Risk controllability», «Risk management measures» and «Risk management measures taken». The content of risks and their consequences, effect, and probability of risk appearance are studied. It is established, officials of the State Customs Service suggested constructive and active preventive measures for each risk. It is noted, the war in Ukraine effected significantly on the implementation of NCTS. That is why, it was necessary to react and to make decisions immediately, working-out new scenarios of probable and, at the same time, hard forecasted development of events. It is supposed to identify appropriate more probable risks (for example, risks related to the increasing number of cyber attacks on sites of the State Authorities, and continuous war actions on the East and the South of Ukraine, etc.), and to develop appropriative preventive measures. It is determined, that risk management is a key component in the structure of modern managemental technologies of Executive Authority Bodies, including the State Service of Ukraine. The use of the risk-oriented approach in the preparation of the important state project on implementation of NCTS in Ukraine allowed to develop a comprehensive point of view on risks, and has provided both its identification and evaluation of its effect, and ranging, and scenarios of reaction, provided previously. These scenarios are measures defined clearly, that have been supporting gradually the best process of conscious choice and making grounded decisions in the way of a deep understanding of the nature of risks and their effect.
The issue on a full-scale applying of the national digital transit system in Ukraine is considered in the paper. There is emphasized on a significance of implementation of the Convention on Common Transit Procedure in our state to develop national transit potential and to counteract to customs fraud attempts effective during the movement of goods through the Customs Border of Ukraine. The subject of the study is the common transit procedure. Methodology of the study is based on general research methods of synthesis and analysis, deduction and induction, comparison, generalization, abstraction, dialectical knowledge (for the formation of the theoretical basis of the research), tabular and graphic (for the formation of analytical illustrative material). The purposeis to investigation the practical aspects of improving the application of the joint transit procedure in Ukraine. Results of the paper were research of the chronology of the national applying of the NCTS. Such determinants as procedural peculiarities and performance indicators that characterize each of NCTS applying stages, is determined and described. Quantitative indicators of Ukraine’s progress in the national application of the digital transit system for more than a year were analyzed. Results of the work of previous and final evaluative missions of the General Directorate for Taxation and Customs Union of the European Commission (DG TAXUD) are researched. It is noted, that the Ukrainian part showed legislative and organizational provisions of common transit under the requirements of DG TAXUD. In particular, using of NCTS by a customs office of departure and customs office of destination, the work of the project implementation team, and interaction on issues of common transit on the different levels, are shown. The main areas of preparation of the participants of foreign economic activity for the use of joint transit procedures, and proposals have been formulated for measures that ensure a comfortable transition of these participants from the existing transit system to the international application of NCTS studied. Practical implications. The results of the scientific research to improve the legal, organizational and methodological conditions for the preparation of participants in foreign economic activity for the application of the joint transit procedure can be used by the State Customs Service of Ukraine. Value/originality. The need to create legal, organizational and methodological conditions at the national level that ensure a comfortable transition of participants in foreign economic activity from the existing transit system to the use of NCTS proved. This will contribute to the fulfillment of Ukraine’s obligations to the EU in the context of Ukraine’s accession to the Convention on the common transit procedure, which will ensure the strengthening of the departmental efficiency of the customs service in the direction of accelerating international trade and combating violations of customs legislation.
The goal of the article was to investigate the problems of personnel security in the government authorities of countries with a transition economy. Personnel security has been considered from the position of a bureaucratic approach, which makes it impossible for government authorities' personnel policy to be effective and the development of professionalism and democracy. Theories of human resource management and management theory have been defined as general concepts of ensuring personnel security. The connection between the quality of government authorities’ regulatory capacities and the efficiency of the government of transition economy has been revealed; the link between controlling corruption and increasing the efficiency of the government of transition economy has been established.
