Résumé de l'article La présente recherche s'inscrit dans le champ d'études de l'intervention sociale en milieu institutionnel, dans un contexte marqué par les principes de la nouvelle gestion publique (NGP). Elle a été réalisée auprès de six gestionnaires mandatés pour appliquer le programme de prévention précoce connu sous le nom de services intégrés en périnatalité et pour la petite enfance (SIPPE) à l'intention des familles vivant en contexte de vulnérabilité. Son but est d'analyser les repères normatifs guidant les pratiques de membres du personnel de la santé et des services sociaux québécois qui occupent une position de cadre intermédiaire dans l'implantation, la consolidation et l'évaluation des SIPPE à l'échelle locale. Ces gestionnaires sont confrontés à certains aspects contradictoires ou paradoxaux du programme relatifs à la reconnaissance des jeunes parents pauvres dans la définition des problèmes et des visées de l'intervention.
