Indonesia as a developing country heading towards developed countries is demanded to make efforts to accelerate economic growth. One way that can be done is to invite investors to invest their capital in Indonesia, both domestic investors and foreign investors as contained in the Law of the Republic of Indonesia Number 25 of 2007 concerning Investment. One area of business that can be improved in management in order to improve the economy is the field of infrastructure development. In this case the author is interested because of the many speculations that are developing in the midst of the community regarding the Countermeasures and the time needed to eliminate the Covid-19 Virus on the earth of Indonesia that we love. In this case, according to the author, the Government is leading the people to start a new normal life order and be able to adapt to the covid-19 virus pandemic as long as the vaccine has not been found. The government must immediately make a new breakthrough to strengthen in terms of health and start adjusting economic activities so that we can suppress covid-19 victims not only because of covid-19 deaths, The research method uses sociological juridical.
This study aims to analyze the quality of animal health services by veterinary medical personnel and veterinary paramedics at the Department of Food Security and Agriculture of Rokan Hilir Regency. In maintaining animal health to increase livestock populations and maintain animal health, the Government of Rokan Hilir Regency improves the quality of animal health services by maximizing facilities and infrastructure to support animal health services, such as the existence of an Animal Health Center, the availability of adequate veterinarians, available veterinary medicines and equipment. animal health. This research uses a qualitative research method with a descriptive research type. The main informants in this study were medical and paramedical officers and breeders or pet keepers in Rokan Hilir Regency. Based on the results of the research and data analysis, it shows that; The government of Rokan Hilir Regency is still less supportive of animal health center services as indicated by the number of Animal Health Centers and the number of veterinary medical and paramedic personnel which are not significant with the number of sub-districts in Rokan Hilir Regency.

Therefore this study aims to analyze problems regarding fraud that occurs in online store transactions. It will be found from the results of the research that the form of criminal responsibility for perpetrators of online fraud crimes can only be sentenced using Article 28 paragraph (1) Juncto Article 45 paragraph (2) of Law No. 8 of 2011 concerning Information and Electronic Transactions. Indonesia is a country enriched with natural resources. One of the sources is oil and natural gas. The spirit to manage and explore these resources emerged after Indonesia's independence through the 1945 Constitution of the Republic of Indonesia which was specifically stated in Article 33 (3) of the 1945 Constitution. Article 33 Paragraph (3) of the 1945 Constitution stipulates that "Earth and water and the natural resources contained therein shall be controlled by the state and used for the greatest prosperity of the people". From the provisions of Article 33 Paragraph (3) of the 1945 Constitution, it can be explained that the management of natural resources in the form of exploration and exploitation of natural resources within the Indonesian jurisdiction including oil and natural gas is the authority of the state. Mining commodities such as oil and natural gas, gold, silver, bronze, coal, and so on are non-renewable resources. As unrenewable natural resources, oil and gas are businesses with very high demand in Indonesia. It is one of the biggest income promises for Indonesia. In addition, the oil and gas business is capital and technology intensive. The objectives of the study on handover of Rokan Block from Chevron Pacific Indonesia to Pertamina Company are as follows: To analyze the legal smoothness of handover of Rokan Block from Chevron Pacific Indonesia to PT. Pertamina; and to analyze the the Implementation of the transfer of technology with the handover of the Rokan Block from Chevron Pacific Indonesia to Pertamina. The research methodology used in this study is normative one where all legal materials and the published documents are thoroughly analysed. The results of the study show that the handover of Rokan Block from Chevron Pacific Indonesia to Pertamina Company was running well according to law applicable eventhough the regional government in Riau was angry to the central government due to the ignorance of the interests of the local communities. Besides, more than fifty years the operation of Rokan Block by Chevron Pacific Indonesia the transfer of technology remained in theory and cannot be implemented at all. The failure is due to the absence of strict law in Indonesia.
