A major infrastructure project is used to investigate the role of digital objects in the coordination of engineering design work. From a practice‐based perspective, research emphasizes objects as important in enabling cooperative knowledge work and knowledge sharing. The term ‘boundary object’ has become used in the analysis of mutual and reciprocal knowledge sharing around physical and digital objects. The aim is to extend this work by analysing the introduction of an extranet into the public–private partnership project used to construct a new motorway. Multiple categories of digital objects are mobilized in coordination across heterogeneous, cross‐organizational groups. The main findings are that digital objects provide mechanisms for accountability and control, as well as for mutual and reciprocal knowledge sharing; and that different types of objects are nested, forming a digital infrastructure for project delivery. Reconceptualizing boundary objects as a digital infrastructure for delivery has practical implications for management practices on large projects and for the use of digital tools, such as building information models, in construction. Digital delivery of complex projects, using integrated software and processes, is an important emerging phenomenon as it transforms relationships across the associated ecology of project-based firms. Our study analyses how a project-based firm, ‘Global Engineering’, builds new project capabilities for digital delivery through work on three major road and railway infrastructure projects. We find that it seeks to: (1) align the project set-up with the firm’s existing capabilities; and (2) reconcile differing agendas and capabilities in collaborating firms across the project ecology. Here, aligning involves influencing the set-up of digital delivery and renegotiating that set-up during project implementation; and reconciling involves managing across multiple digital systems; accommodating and learning other firms’ software and processes; and using digital technologies to create shared identity across the firms involved in delivery. We argue that creating relative stability enables firms to use existing, and build new, project capabilities, and hence aligning and reconciling are important to project-based firms in environments where there is high interdependence across heterogeneous firms and rapid technological change. We find that building these capabilities involves both ‘economies of repetition’ and ‘economies of recombination’; the former enabling the firm to capture value by mobilizing existing resources and the latter, requiring additional work to re-combine existing and new resources. Our study thus provides insight into how project-based firms build project capabilities for the digital delivery of complex projects in order to remain competitive in their existing markets, and has broader implications for learning in the project ecologies associated with these projects
This article examines the role of social media in public stakeholder and intrastakeholder group strategies to influence decision making in the consultation stage of UK infrastructure megaprojects. The context is the consultation process on the construction of a new Crossrail 2 station in Chelsea, London, where there is resistance. Analysis of social media communication by the affected public groups and interviews with the opposing group shows different intragroup concerns, with stakeholders developing a strong identity enabled by social media. To reduce perceived lack of responsiveness, we recommend that project managers harness social media marketing principles for ongoing relationship building.
Purpose This study aims to outlines the findings of the first qualitative evidence synthesis of empirical research on the impact of the No Recourse to Public Funds (NRPF) rule which prevents most temporary migrants from accessing social security benefits in the UK. Design/methodology/approach The review used the 2020 Preferred Reporting Items for Systematic reviews and Meta-Analyses protocol guidelines. Data were analysed by using Thomas and Harden’s (2008) thematic synthesis methodology. An initial 321 articles were identified from 13 databases, of which 38 studies met the inclusion criteria. Findings The key insights were that NRPF causes destitution and extreme poverty and has a disproportionate impact on racialised women. Studies found that support services were underdeveloped, underfunded, inconsistent and had a culture of mistrust and racism towards migrants. Migrants were often fearful of services due to concerns around deportation, destitution and state intervention around children. Research limitations/implications The review focussed on qualitative research. Future empirical and theoretical research is needed in the following areas: NRPF as a practice of everyday bordering, the role of the Home Office in creating and sustaining the policy; differing gendered experiences of NRPF; and a broader geographical scope which includes all four UK nations and takes an international comparative approach. Originality/value Despite an estimated 1.4 million people in the UK with NRPF (Citizens Advice, 2020), there is little policy or theoretical discussion of the experience of having NRPF or the implications of the rule. This lack of analysis is a significant gap in both our understanding of the landscape of poverty in the UK, and the ways in which immigration policies create extreme poverty. To the best of the authors’ knowledge, this paper is the first systematic qualitative review on NRPF, bringing together the research evidence on how NRPF negatively affects outcomes for migrants, local authority and voluntary sector responses to NRPF and theoretical perspectives on NRPF.
The delivery of complex engineering projects today often involves globally distributed teams.In these teams, engineers must check for inadvertent errors by following the assumptions, logic, and computations of others; and define processes to reduce these errors. Engineering firms are thus increasingly using digital technologies to enable teams to do transnational work. While project management research on global virtual teams articulates how team performance relates to composition and characteristics, it has paid less attention to reliability and how this is achieved in such transnational work. This paper considers how constructs related to reliability -trust, culture and communication -become inter-related in work on complex projects. Recent research on work practice, which examines dynamics over time, is brought into dialogue with the literature on global virtual teams, re-conceptualising trust as enacted in practice; culture as a resource for action; and communication as a mediated dialogue. Vignettes from pilot work are used to support this re-conceptualization, and illustrate how it extends research on teams to enable new insights into reliable performance in transnational work. The paper suggests a new agenda for project management research on achieving reliability in complex projects where delivery is digitally mediated and involves a global team, concluding by highlighting areas for further research.
