Recent trends in the provision of infrastructure development indicate that the private sector is playing an increasingly important role in the procurement process. This trend has partly arisen out of a necessity for the development of infrastructure to be undertaken at a rate that maintains and allows growth. This has become a major challenge for many countries where it is evident that these provisions cannot be met by government alone. The emergence of Build‐Own‐Operate‐Transfer (BOOT) schemes as a response to this challenge provides a means for developing the infrastructure of a country without directly impacting upon the government's budgetary constraints. The concepts of BOOT are without doubt extremely complex arrangements, which bring to the construction sector risks not experienced previously. This paper examines perceptions of BOOT schemes in order to develop a framework of critical success factors. The developed framework is then tested against a case study of Stadium Australia, and the outcomes of the comparison are discussed.
A Building Information Model (BIM) is at risk of being 'blind and deaf' if its contained information cannot be synchronized with ongoing building processes in a real-time manner. Previous studies have attempted to explore solutions to the problem, with a view to making BIM a more useful decision-support system. However, an integrated conceptual framework summarizing these studies and structuring future development in the area is missing. Based on an ex post facto critical review of 75 papers of this kind published over the past decade, this paper proposes a conceptual framework for bridging BIM and building (BBB), which highlights the importance of synchronizing information between BIM and real-life building processes. The framework is further illustrated through a case study of prefabricated housing construction in Hong Kong. With this integrated conceptual framework, future research on BBB can proceed on a more solid footing.
The construction industry sector is considered as being risky with frequent and high accident rate. According to Social Security Organization (SOCSO), the construction accidents has arisen from time to time. Construction Industry Development Board (CIDB) has developed the Safety and Health Assessment System in Construction (SHASSIC) for evaluating the performance of a contractor in construction project by setting out the safety and health management and practices, however the requirement checklist provided is not comprehensive. Therefore, this study aims to develop a software system for facilitating OSH in building construction project, namely OSH requirements management system (OSHREMS), using Adobe Dreamweaver CS5 and Sublime Text as PHP editor. The results from a preliminary study which was conducted through interviews showed that, the respondents were only implementing the basic requirements that comply with legislations, with the absence of appropriate and specific guideline in ensuring occupational safety and health (OSH) at the workplace. The tool will be benefits for contractors and other parties to effectively manage the OSH requirements for their projects based on project details.
This paper identifies the critical factors that influence the attitudes of construction workers towards safe behaviour on construction sites. It studies these attitudes by using a research model that links three themes: safety management implementation strategies, attitudes of workers about safety and behavioural factors displayed by construction workers. This model is used to frame the responses of 126 directly employed construction workers in 10 companies. Some 56 variables were identified as having a potential influence upon attitudes to safety. The initial data analysis found that 12 technical factors significantly correlated to the development of strong positive attitudes towards safety management. Second‐order analysis, using factor analysis, isolated five variables that had a major influence on safety attitudes. The five factors were: organizing for safety supervision and equipment management, industry norms and culture, attitudes to risk taking and management behaviour.
Climatic heat stress leads to accidents on construction sites brought about by a range of human factors emanating from heat induced illness, and fatigue leading to impaired capability, physical and mental. It is an occupational characteristic of construction work in many climates and the authors take the approach of re-engineering the whole safety management system rather than focusing on incremental improvement, which is current management practice in the construction industry. From a scientific viewpoint, climatic heat stress is determined by six key factors: (1) air temperature, (2) humidity, (3) radiant heat, and (4) wind speed indicating the environment, (5) metabolic heat generated by physical activities, and (6) "clothing effect" that moderates the heat exchange between the body and the environment. By making use of existing heat stress indices and heat stress management processes, heat stress risk on construction sites can be managed in three ways: (1) control of environmental heat stress exposure through use of an action-triggering threshold system, (2) control of continuous work time (CWT, referred by maximum allowable exposure duration) with mandatory work-rest regimens, and (3) enabling self-paced working through empowerment of employees. Existing heat stress practices and methodologies are critically reviewed and the authors propose a three-level methodology for an action-triggering, localized, simplified threshold system to facilitate effective decisions by frontline supervisors. The authors point out the need for "regional based" heat stress management practices that reflect unique climatic conditions, working practices and acclimatization propensity by local workers indifferent geographic regions. The authors set out the case for regional, rather than international, standards that account for this uniqueness and which are derived from site-based rather than laboratory-based research.
Unsafe acts contribute dominantly to construction accidents, and increasing safety behavior is essential to reduce accidents. Previous research conceptualized safety behavior as an interaction between proximal individual differences (safety knowledge and safety motivation) and distal contextual factors (leadership and safety climate). However, relatively little empirical research has examined this conceptualization in the construction sector. Given the cultural background of the sample, this study makes a slight modification to the conceptualization and views transformational leadership as an antecedent of safety climate. Accordingly, this study establishes a multiple mediator model showing the mechanisms through which transformational leadership translates into safety behavior. The multiple mediator model is estimated by the structural equation modeling (SEM) technique, using individual questionnaire responses from a random sample of construction personnel based in Hong Kong. As hypothesized, transformational leadership has a significant impact on safety climate which is mediated by safety-specific leader–member exchange (LMX), and safety climate in turn impacts safety behavior through safety knowledge. The results suggest that future safety climate interventions should be more effective if supervisors exhibit transformational leadership, encourage construction personnel to voice safety concerns without fear of retaliation, and repeatedly remind them about safety on the job.
