Cultivating a more dynamic relationship between science and policy is essential for responding to complex social challenges such as sustainability. One approach to doing so is to “span the boundaries” between science and decision making and create a more comprehensive and inclusive knowledge exchange process. The exact definition and role of boundary spanning, however, can be nebulous. Indeed, boundary spanning often gets conflated and confused with other approaches to connecting science and policy, such as science communication, applied science, and advocacy, which can hinder progress in the field of boundary spanning. To help overcome this, in this perspective, we present the outcomes from a recent workshop of boundary-spanning practitioners gathered to (1) articulate a definition of what it means to work at this interface (“boundary spanning”) and the types of activities it encompasses; (2) present a value proposition of these efforts to build better relationships between science and policy; and (3) identify opportunities to more effectively mainstream boundary-spanning activities. Drawing on our collective experiences, we suggest that boundary spanning has the potential to increase the efficiency by which useful research is produced, foster the capacity to absorb new evidence and perspectives into sustainability decision-making, enhance research relevance for societal challenges, and open new policy windows. We provide examples from our work that illustrate this potential. By offering these propositions for the value of boundary spanning, we hope to encourage a more robust discussion of how to achieve evidence-informed decision-making for sustainability.
Research about ecosystem services (ES) often aims to generate knowledge that influences policies and institutions for conservation and human development. However, we have limited understanding of how decision-makers use ES knowledge or what factors facilitate use. Here we address this gap and report on, to our knowledge, the first quantitative analysis of the factors and conditions that explain the policy impact of ES knowledge. We analyze a global sample of cases where similar ES knowledge was generated and applied to decision-making. We first test whether attributes of ES knowledge themselves predict different measures of impact on decisions. We find that legitimacy of knowledge is more often associated with impact than either the credibility or salience of the knowledge. We also examine whether predictor variables related to the science-to-policy process and the contextual conditions of a case are significant in predicting impact. Our findings indicate that, although many factors are important, attributes of the knowledge and aspects of the science-to-policy process that enhance legitimacy best explain the impact of ES science on decision-making. Our results are consistent with both theory and previous qualitative assessments in suggesting that the attributes and perceptions of scientific knowledge and process within which knowledge is coproduced are important determinants of whether that knowledge leads to action. ecosystem services | science policy interface | conservation | knowledge systems | boundary organizations T he ongoing loss of biological diversity and persistence of poverty have sparked interest in policies that protect, restore, and enhance ecosystem services (ES). In response, there has been a growth in ES research that aims to inform policies, incentives, and institutions on a large scale (1-3). Despite this goal, scientific knowledge about ES continues to have limited impact on policy and decisions (1, 4-7).The fact that most land-and resource-use policy decisions still do not take ES into account stems in part from an ineffective interface between ES science and policy, a need for scientists to better understand decision-making processes, and challenges in clarifying conflicting stakeholder values (8-11). In some cases, the science-policy interface is an important aspect of decisionmaking, but often the ES research and policy communities are disconnected from one another, with limited interactions, infrequent exchanges of information, and different objectives that hinder coordinated science and policy processes (12). Many scientists conduct ES research without fully considering how the knowledge they are producing might be used (5). If we want ES information to be incorporated into decisions, then we need to understand how and why decision-makers use certain kinds of information. The limited understanding of how ecosystem service knowledge (ESK) is used in decision making constrains our ability to learn from, replicate, and convey success stories. We explore use of ESK in decision making in three international cases: national coastal planning in Belize; regional marine spatial planning on Vancouver Island, Canada; and regional land-use planning on the island of Oahu, Hawaii. Decision makers, scientists, and stakeholders collaborated in each case to use a standardized ecosystem service accounting tool to inform spatial planning. We evaluate interview, survey, and observation data to assess evidence of 'conceptual', 'strategic', and 'instrumental' use of ESK. We find evidence of all modes: conceptual use dominates early planning, while strategic and instrumental uses occur iteratively in middle and late stages. Conceptual and strategic uses of ESK build understanding and compromise that facilitate instrumental use. We highlight attributes of ESK, characteristics of the process, and general conditions that appear to affect how knowledge is used. Meaningful participation, scenario development, and integration of local and traditional knowledge emerge as important for particular uses.
Ecosystem services (ES) are an increasingly popular policy framework for connecting biodiversity with human well-being. These efforts typically assume that biodiversity and ES covary, but the relationship between them remains remarkably unclear. Here we analyse >500 recent papers and show that reported relationships differ among ES, methods of measuring biodiversity and ES, and three different approaches to linking them (spatial correlations, management comparisons and functional experiments). For spatial correlations, biodiversity relates more strongly to measures of ES supply than to resulting human benefits. For management comparisons, biodiversity of ‘service providers' predicts ES more often than biodiversity of functionally unrelated taxa, but the opposite is true for spatial correlations. Functional experiments occur at smaller spatial scales than management and spatial studies, which show contrasting responses to scale. Our results illuminate the varying dynamics relating biodiversity to ES, and show the importance of matching management efforts to the most relevant scientific evidence.
