, Vysoká škola ekonomická v Praze a Univerzita Karlova v Praze; Ladislav Krištoufek, Univerzita Karlova v Praze a ÚTIA ČSAV ÚvodEnergetická a potravinová bezpečnost jsou spolu s globálními klimatickými změnami a úlohou obnovitelných zdrojů jedním z celosvětově i evropsky nejvýznamněj-ších ekonomických, technologických a společenských problémů. Jedná se o téma plné protikladů a kontroverzí. V komplexu energetických obnovitelných zdrojů je v současné době zvláště kontroverzní problematika biopaliv a jejich role v udržitel-ném ekonomickém rozvoji. Naše práce proto stručně seznamuje českého čtenáře se základní problematikou biopaliv a návazně prezentuje originální ekonometrickou analýzu jedné z klíčových kontroverzí spojených s biopalivy -cenového přenosu mezi potravinovými komoditami, biopalivy a fosilními palivy.Ropná krize vedla v 70. letech k renesanci tekutých biopaliv jako možné náhrady fosilních paliv. Některé státy, především USA, Brazílie a později země Evropské unie (EU), zavedly systém podpory produkce biopaliv, který v dalších dvaceti letech vedl ke stálému růstu jejich výroby a spotřeby. Značný zájem o témata energetické bezpečnosti a klimatické změny vedl na přelomu tisíciletí k výraznému rozšíření státní podpory, která společně se zvyšujícími se cenami ropy stojí za dramatickým nárůstem vyprodukovaných objemů biopaliv v posledních deseti letech.Řada studií, počínaje Mitchell (2008), však upozorňuje na možnou souvislost mezi zaváděním zmíněných regulací a nárůstem cen zemědělských komodit, který vyvrcholil potravinovou krizí v roce 2008 a následně přetrvává i do let 2011 a 2012. Protože vysoké ceny potravin dopadají na významnou část světové populace, je při zavádění regulací nutné tento aspekt brát v potaz. K tomu je zapotřebí hlubší porozumění vztahů mezi komoditami energetických a potravinových trhů.
