Anotace: V souvislosti s výsledky mezinárodního šetření TALIS 2013, se snahou o zavedení karierního řádu a důrazem na profesní rozvoj pedagogických pracovníků nabývají na významu otázky, jak se profesně rozvíjejí současní učitelé v ČR, jaké využívají aktivity podporující jejich profesní rozvoj a v čem vidí překážky svého profesního rozvoje. V příspěvku jsou představeny výsledky dotazníkového šetření. Do výzkumu se zapojilo 2 472 učitelů ze všech krajů ČR, všech typů a druhů škol regionálního školství. Výzkum ukázal rozdíly v preferenci aktivit podporujících profesní rozvoj učitelů v závislosti na typu školy, kde působí, dosaženém vzdělání, genderu učitelů a délce pedagogické praxe. Jako nejvýznamnější překážku uváděli učitelé kolizi aktivit profesního rozvoje se svým rozvrhem.Klíčová slova: Profesní rozvoj učitelů, překážky profesního rozvoje, učitelé.
Přehledová studie si klade za cíl představit jeden z celosvětově nejvyužívanějších dotazníků k hodnocení výuky studenty, Course Experience Questionnaire (CEQ). V úvodním oddíle studie seznamuje s teoretickým zázemím vzniku a úprav dotazníku. Na základě analýzy 103 empirických a přehledových studií popisujících zkušenosti s tvorbou, ověřováním i využíváním dotazníku v různých vzdělávacích kontextech a ve více než 20 zemích světa přináší doklady o jeho psychometrických vlastnostech a možnostech využití. Diskutován je potenciální přínos dotazníku pro studentské evaluace v aktuálních podmínkách českého vysokého školství.
Cíle: Cílem případové studie vzdělávací politiky je přispět k poznání a porozumění fenoménu nepřijetí karierního systému pro pedagogické pracovníky v roce 2017 v širším kontextu přístupů vzdělávací politiky k učitelské profesi po roce 1989. Uvedený případ demonstruje silné a slabé stránky vzdělávací politiky realizované v průběhu posledních let.
Metody: K získání odpovědí na hlavní výzkumné otázky - (1) V čem byly hlavní příčiny nepřijetí karierního systému v roce 2017? (2) Jaká byla role klíčových aktérů v procesu ne/přijetí? - byly využity metody kvalitativního výzkumu, zejména analýza dokumentace z jednání Poslanecké sněmovny a Senátu ČR, analýzy masmédií, polostrukturované rozhovory s klíčovými aktéry procesu schvalování a zamítnutí karierního systému.
Výsledky: Jsou popsány procesy komunikace a interakce klíčových aktérů vzdělávací politiky a vliv nového subjektu (Pedagogická komora), který se v situaci atomizace profesní komunity do mnoha asociací, zájmových a vlivových skupin stává hlasitým, organizovaným hlasem reprezentujícím populistické postoje učitelské veřejnosti. Dále jsou analyzovány ne/schopnost komunikace ministerstva se zástupci školské praxe a s „opinion makery“, míra politizace v rozhodování, věcná znalost a porozumění politiků odborným otázkám, vliv odborníků a expertních názorů v politickém rozhodování o odborných otázkách řízení školství, vliv sociálních sítí při ovlivňování veřejného mínění apod.
Diskuze výsledků a závěry: Je reflektován fenomén „krize expertnosti“ (Nichols, 2017) – trend k ignorování expertních znalostí a výzkumně doložených dat, mizí dialog mezi experty a širší veřejnosti, zesílení jisté formy politické korektnosti, kdy všechny názory jsou považovány za stejně hodnotné, každý názor musí zaznít apod. Součástí tohoto trendu ve veřejném rozhodování je vzestup „agresivní nevědomosti“ chápané jako lpění na vlastním názoru i tváří v tvář protiřečícím faktům. Agresivní nevědomost posilují sociální sítě. Výzkum otevírá řadu otázek věcných, metodologických i etických. Studie nastiňuje příležitosti a rizika české vzdělávací politiky v kontextu dalších aktivit ovlivňujících de/profesionalizaci učitelské profese v ČR.
